The Naval Air Systems Command intends to issue a firm fixed price modification delivery order under Basic Ordering Agreement N00019-00-G-0116 with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company, for effort associated with AV8B ECP 276, T/AV-8B Night Attack Improvements. The effort involves incorporating night lighting changes into the forward and aft cockpits, as well as exterior lighting of the aircraft. In addition, MDC will replace the wing/pylon interface connectors and relocate the fuel quantity gauging wires. This action will be negotiated on a sole source basis with MDC under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements), as MDC is the only know contractor who possesses the expertise, avionics integration capability, and information required to perform the effort.
