This is a joint DSCP, DSCC, and DSCR effort, with DSCP designated as the center to solicit, award and administer the resulting DLA Third Party Logistics DVD (Direct Vendor Delivery) contract for Watertight Closures. This initiative is designed to address and incorporate commercial industry's best practices and will use the "Tradeoff" source selection process (formerly known as "Best Value") with technical merit being more important than price.
