695-6225 ext. 2527 17. (i) This is a combined synopsis/solicitation,
for Headquarters, U.S. Marine Corps for commercial supplies and
services, for personalized polo shirts and personalized ceramic coffee
mugs, for the Marine Corps Recruiting Command, Quantico, VA to
commemorate 50 consecutive months of making recruiting mission goals.
(ii) These commercial items have been prepared in accordance with the
format in Federal Acquisition Regulations (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION and a more formal
written solicitation will not be issued. (iii) The acquisition is 100%
SET-ASIDE for SMALL BUSINESS. The applicable Standard Industrial
Classification (SIC) Code for the polo shirts, is 2253 and the small
business size standard is 500 employees. The SIC Code for the mugs, is
3263, with the small business size standard of 500 employees. (iv)
This solicitation is issued as a Request for Quotation (RFQ)
M00027-00-Q-0001. Multiple awards will be considered. A Firm
Fixed-Priced Award(s) will be made. Quotations are requested with
references and product samples, which may not be returned. (v) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-14. (vi) The Polo
Shirts, Contract Line Item (CLIN) 0001, shall consist of varying sizes
and quantities as listed below and should offer the following desired
features or "equal to" be considered: The shirt should be a Gear for
Sports "Birdseye Canvass" Color, with Black trim around the collar and
sleeves, or equal. Gear for Sports Mdl #4d Birdseye Polo malt/Black,
reference #S24304LG. The sleeves are banded and there is no pocket. The
fabric shall be of 100% cotton, medium weight fabric. Embroidered in
black thread, on the left front chest, shall be: UNITED STATES Marines
logo approximately 2.85" Width x .87" height. The words "United
States" shall be over the word Marines. Large M. Graphic Type is
Modular Art. The totalfirm requirement of 5000 Polo Shirts is broken
down as follows: 500-Medium, 2,000-Large, 2,000-X-Large and
500-XX-Large. (vii) The Ceramic Coffee Mugs (CLIN Item 0002) shall be
a dark navy blue color, 11-12 oz. capacity. The mugs shall have the
capability of having artwork placed on both sides of the mug. The
artwork shall be a 5-color process on the front and a 3-color process
for the reverse side of the mug. The total firm requirement is 5,000

their quotes, their best delivery date, after award notification.
First Article (FAR 52.209-4) paragraph (a) One unit of item 0001 and
one unit of item 0002 within 14 calandar days at HQMC (above address
para.7), or hand-carriedto HQMC USMC, 2 Navy Annex, Attn: Kathleen
Carney, Rm2135, Washington, DC 20380-1775. After notification of
acceptance of first Article, balance of CLINS 0001 and 0002, shall be
shipped F.O.B. Destination (Nov 91)(FAR 52.247-34) to: ATLANTA
MARKETING SOLUTIONS INC., Attn: Ms Hope Hemmila, 5001 McNeel Industrial
Way, Powder Spring, GA. 30127. If providing a complete product sample
of the polo shirt is prohibitively expensive, at a minimum a sample
"canvass/khaki color" fabric and with the logo (in the black embroidery
thread), that can reasonably support vendor capability, to satisfy this
requirement should be provided. A sample mug detailing same or similar
artwork should be provided. Warranties provided shall at a minimum be
consistent with standard commercial practices. (x) The provisions of
FAR 52.212-1, Instructions to Offerors -- Commercial applies to this
advertisement (access to the FAR may be obtained via Internet:
http://www.arnet.gov/far. (xi) In addition, 52.212-2, Evaluation --
Commercial Items applies to this acquisition. Award will be made to the
responsible offeror(s) whose offer conforms to the solicitation and is
found to be most advantageous to the Government, price and other
factors considered. Specific evaluation criteria to be included in
Paragraph (a) of FAR 52.212-2, Evaluation -- Commercial Items is as
follows: The following factors in descending order of importance will
be used to evaluate offers: (1) Quality of product, such as fabric and
workmanship; and the quality of ceramic mug (color). The Government
will be subjective in determining the technical capability and
adherence to specifications. (2) Price (3) Past Performance (having
provided mugs of similar size and detailed artwork). (xii) Offerors
should include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
(xiii) The clause at 52.212-4, Contract Terms and Conditions-Commercial
Items, applies to this acquisition. (xiv) The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes Or
Executive Orders-Commercial Items, applies to this acquisition.
Additionally under paragraph (b) thereof, the following sub-paragraphs
are hereby checked, (1), (5), (7), (11), (12), (13 -- 16), (19), (22
+ 23), and (26) regarding which, if any, additional FAR clauses cited
in the clause are applicable to the acquisition. (xv) In accordance
with FAR 32.1110, offerors must have a Valid Trading Partner
registration in the Central Contractor Registration (CCR) system. They
must furnish DUNNS (Dunn and Bradstreet) Number, a Taxpayer ID number
(TIN), and Cage Code number with quote (for information about
registering in the CCR you may call 1-888-227-2423 or via the Internet
at http://www.ccr2000.com. (xvi) Quotes and samples are due no later
than 2:00 p.m. Eastern Daylight Time on October 29, 1999 to the
