: The U.S. Air Force Space and Missile Systems Center (SMC) intends to
release a sole-source solicitation to Lockheed Martin Missiles and
Space (LMMS) to acquire Defense Satellite Communications System (DSCS
III) orbital operations support to include anomaly resolution based on
detailed design knowledge, ground system unique software support, and
telemetry analysis at Schriever AFB, CO. A cost plus award fee
contract is anticipated for this effort. The period of performance will
begin in FY00, with one year options for FY01-FY04. This is a follow on
effort to the existing DSCS III orbital operations support contract
currently held by Lockheed Martin Missiles and Space, Sunnyvale, CA.
Lockheed Martin having manufactured and launched the satellites, is
perceived to be the only known and qualified source for this effort
because of past experience, knowledge base and established
testing/monitoring facilities. The solicitation for this effort will be
issued late October, 1999. Receipt of proposal is anticipated to be NLT
30 days after release of solicitation. Interested parties must submit
a Statement of Capability (SOC) and must demonstrate knowledge of DSCS
III satellites including hardware design, test procedures, individual
spacecraft configurations and DSCS III orbital procedures. Contractor
must be able to maintain existing ground system mission unique
software, on orbit spacecraft software, spacecraft simulator hardware
and software and technical analyst workstation hardware and software.
In addition, they must have the ability to conduct anomaly analysis and
checkout based on telemetry data, DSCS III design and test histories.
The Government has only level 3 drawings available for this effort. The
Government does not possess a reprocurement data package of level 2
drawings and detailed test and manufacturing data. Said data is the
sole property of Lockheed Martin. The Government does not intend to be
responsible for, or pay for, any related required licensing
arrangements between interested offerors andLockheed Martin. The
contractor must possess or be able to obtain a secret clearance. This
synopsis is for information and planning purposes only; it does not
constitute a request for proposal (RFP). Information herein is based on
the best information available at the time of publication, is subject
to revision, and is not binding on the Government. The Government will
not recognize any cost associated with the submission of an SOC.
Information received will be considered solely for the purpose of
determining whether to conduct a competitive procurement. Submit all
responses within fifteen (15) calendar days from publication of this

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
