Service places a strong emphasis on the safety and health programs that
are implemented in the more than 39,000 postal facilities nationwide.
For this reason, an evaluation tool, such as the Safety and Health
Program Evaluation Guide is necessary to rate the safety and health
programs in randomly chosen facilities. The Program Evaluation Guide
(PEG), including interview questions and a scoring worksheet is being
modeled on OSHA's Program Evaluation Profile (PEP). The purpose of the
contract is to purchase services to use the Safety and Health PEG to
rate safety and health programs within the Postal Service by conducting
audits of randomly chosen facilities within each of 85 Performance
Clusters of the Postal Service organization. The Supplier must offer a
Random Sampling Plan. The objective is to accomplish the following: 1.
randomly select three facilities in each PC from the identified
population of processing and distribution plants, bulk mail centers,
air mail centers, vehicle maintenance facilities, and level 24 and
above post offices (A total of 251 site evaluations will be completed);
2. evaluate the selected facilities using the Postal Services' Safety
and Health PEG and score the facilities using the criteria identified
in the Scoring section; 3. average the three evaluated facility scores
to obtain the PC's overall score, average all PC's scores within an
area to attain the area score, and average all area scores to attain
the national score . The PEG score of three and achievement of the Lost
Workday Injury rate are necessary to receive the Economic Value Added
(EVA) compensation established for these indicators. The most important
evaluation criteria in selecting a source for award of the contract is
Management and Staffing Plan. The second most important and highly
evaluation technical evaluation criteria is Corporate Capability, which
requires demonstrated qualifications and resources that will assure
timely delivery of credible out-put. To be favorably considered forthis
criteria, the Offeror must accomplish the following: (1) Generally; the
offeror must; (a) Identify, explain, describe the procedures,
techniques used to identify the proper lot size, and sample size. (b)
State the level of accuracy, precision of such procedures, techniques.
(c) Identify the specific locations to be evaluated, and evaluative
tools to be used. (2) Scheduling; the offeror must; (a) Schedule each
facility for evaluation, including; Staffing, (b) State the period of
time during which the evaluation will be conducted; (c) Identify the
mechanisms, tools, computer software, etc., to be used to process the
accumulated data; (d) Describe the types and contents of reports to be
provided that reflect the data collected, analyses made, and
conclusions drawn from the data. Also, regarding staffing
qualifications, the Supplier must develop and provide with the proposal
a description of the minimum qualifications for each offered category
of labor, and such levels shall be based upon the consideration of the
following: (1) Demonstrated successful performance or aptitude,
evidenced by; (a) Utilization of Safety Evaluation tools, techniques,
procedure in Safety program assessment, (i) individually, (ii) as team
participant, (iii) as team leader, (iv) as project director; (2) The
number of different projects; (3) The Broadness of safety applications,
and safety program assessment activities; (4) Months of experience as
one or more of the above. (5) Magnitude of prior effort supported, in
terms of: (i) size of project, (ii) dollars, (iii) personnel; (iv) Type
of effort; product/supply intensive (v) personnel/service, (vi)
Education and Training. The final evaluation factor is Past
Performance, which addresses Supplier's experience in the performance
of similar services on a similar scale. To obtained the RFP, go to USPS
