This is not an Invitation for Bid, a Request for Proposal or a Request for Quotes. The Naval Research Laboratory is soliciting industry comments on a Draft Request for Proposal (RFP). This draft solicitation will be pursuant to OMB Circular No. A-76- a cost comparison. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a Contractor is the most efficient and effective performing activity, an award will be made in accordance with OMB Circular A-76 in conjunction with all other applicable Navy and Government acquisition regulations and best practices. The intent is to solicit the most efficient and effective approach to perform the tasks. Services will cover the full spectrum in the areas of the performance-based work statement. Significant process improvements are desired. The selection will be based on Best Value. The Government encourages comments that will help achieve cost savings through innovative processes. It is expected that the DRAFT RFP will be available on 15 October 1999 at http://heron.nrl.navy.mil/contracts/home.htm (Ref: N00173-00-R-MA01) for comments. Paper copies will not be issued. It is expected that the solicitation for this PWS will be issued February 2000. Paper copies of the RFP will not be available. Information about NRL is available at http://www.nrl.navy.mil A site visit and Pre-Proposal conference is anticipated. Any suggested approaches to the general format and structure for the RFP are requested as well as: Potential for better performance-based statement of work descriptions. Comments on Contract Type (anticipate a FFP) Contract transition considerations Simplified or streamlined proposal preparation instructions Past Performance, and other proposal evaluation criteria Potential for Set aside Comments are requested by 4:00 p.m., local time, 22 November 1999 in order for comments to be considered for the final RFP.
