DESC: DTCG87-99-B-643004 Relocate Facility Engineering Branch at the
U.S. Coast Guard Integrated Support Command Ketchikan, Alaska. The
summary of work includes providing all materials, equipment, supplies,
transportation, and labor to complete the construction to Relocate the
Facility Engineering. Work includes creating a new office and shop
spaces by changing and adding new walls, ceilings, doors, windows, and
electrical and mechanical systems such as demolition work of existing
concrete and other materials; which shall allow for the construction
of the facility and utilities; floors; repair, seal, and vinyl floor
with rubber base, Walls; insulation, and gypsum board; Ceilings;
support system, gypsum board and 2 X 4 lay in tile; Electrical;
lighting, power supply, and breaker panels; Mechanical; drain, flue and
weather cap, vents, compress air system. Fire protection system shall
be modified and relocated below ceiling. Ketchikan, Alaska has no road
access. Barge, ferry or air must ship all materials. Coordinate work
in the occupied areas of the Warehouse, so that demolition or work will
not interrupt their normal work. Work in occupied areas will only be
allowed after normal working hours and on weekends. The estimated cost
range is between $100,000 and $250,000 dollars. This procurement is
issued pursuant to the Small Business Competitiveness Demonstration
program, public law 100-656, as implemented by the OFPP Policy
Directive and Test Plan dated 8/31/89. The Industrial Standard Code is
#1542 and the applicable size standard is $17 million dollars in
annual receipts for the past three years. All responsible sources may
submit a bid which shall be considered by the U.S. Coast Guard. Request
for bid documents must be submitted and received by this office no
later than November 19, 1999. For minority, Women-Owned and
Disadvantaged Business Enterprises; The Department of Transportation
(DOT), Officer of Small Business Utilization (OSBDU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short term contracts. This is applicable to any eligible prime
or subcontractor at any tier. The DOT Bonding Assistance program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the bid
bond amount to a surety against losses. Loans are available under the
DOT Short Term Leading Program (STLP) at prime interest rates to
provide for accounts receivable. The maximum line of credit is $500,000
