66 -- DUAL POLARIZED RECEIVER SOL NRMAL000000124MB DUE 110199 POC Michelle Bernal, Purchasing Agent, (303) 497-3983 or FAX (303) 497-3163 E-MAIL: NOAA; MASC Acquisition Management, bid.tech@noaa.gov. The National Oceanic & Atmospheric Administration (NOAA) requires the fabrication and delivery of a 380.1874 Ghz linearly-polarized single-conversion double-sideband superheterodyne receiver for radiometer applications with the following specifications: 1) Minimum IF bandwidth from 300 MHz to 10 Ghz, desirable IF bandwidth down to 30 MHz and up to 19 Ghz. 2) Planar beam-lead Schottky mixer diodes. 3) Operating temperature range minus 40 to 40 degrees C. 4) Maximum RF center frequency drift less than plus or minus 25 MHz over temperature range, and desirable drift less than plus or minus 10 MHz. 5) Focused feedhorn and rexolite lens with 1.5 inch aperture, less than1.8 degrees 3dB beam width, greater than 93 percent main beam efficiency, f/D approximately 3, free-space path between lens and feedhorn. 6) Maximum DSB noise figure less than10 dB, matched IF amplifiers through detectors with nominal minus 23 dBm signal power. 7) Possible use of either dual receivers or diplexers and dual IF amplifiers for low and high IF band ranges. 8) Possible use of a DRO phase-locked stabilized LO to reduce RF center frequency drift. Technical merit as well as price will be used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. Delivery of 120 days ARO or sooner. This procurement is being conducted under Simplified Acquisition Procedures. There is no formal bid package. Proposals can be faxed or mailed and must be received on or before November 1, 1999. When submitting a proposal, please include freight costs, Federal Tax ID Number, Duns & Bradstreet Number, and business size. Terms and Conditions and agency level protest procedures can be found on web site http: oamweb.osec.doc.gov/conops #REFERENCE. Hard copy in full text available from office address and phone number listed in notice. Anticipated award date will be November 2, 1999. Posted 10/14/99 (D-SN391608). (0287)
