DIRECTORATE OF CONTRACTING, http://bsx.org/edwards/bus_ops. E-MAIL:
DIRECTORATE OF CONTRACTING, Leanne.Collins@edwards .af.mil. The Air
Force Flight Test Center (AFFTC) requires software = 'drivers' that
will allow instrumentation and data processing engineers to easily
integrate commercial instrumentation support and telemetry data =
processing products into the Iliad Toolset. The Iliad is currently
being = developed by the Instrumentation Development Branch (TSDI),
Instrumentation Support Systems Section (ISS), which represents a
tri-service and commercial = user community at Edwards AFB, CA, Eglin
AFB, FL, Patuxent River, MD, St. = Louis, MO, and Ft. Rucker, AL. The
Iliad consists mainly of a comprehensive database that contains all the
information necessary to program current airborne instrumentation
systems (Advanced Airborne Test = Instrumentation System, AATIS, and
Mini-AATIS), and to decommutate, process, and = display data in Pulse
Code Modulation (PCM) streams (per IRIG 106, Chapts. 4 and 8). To
create a complete system that allows instrumentation operations =
engineers to program the airborne instrumentation units and then to
checkout = their programs by processing the resultant PCM data
stream(s), users require integration of the Iliad database with
commercial software, firmware, = and hardware. This integration should
be accomplished by simply installing hardware and software from the
vendor plus a vendor-specific 'driver' = that allows direct (or via a
data file) exchange of data with the Iliad = database. The 'driver'
extracts information required by the vendor's commercial product from
the Iliad database via ADO or via a file interface (instrumentation
Data eXchange, iDx) and automatically sets up the = vendor's software
and hardware. Once the 'driver' is installed, the user sets = up the
required information in Iliad, then invokes the vendor's software that
= loads the instrumentation and programs the airborne units or sets up
the decommutation and engineering units. The vendor's software is =
automatically setup via the driver and operates as an integral part of
the Iliad = Toolset. Firms capable of meeting this need should contact
Mr. Lee S . Gardner, 661.275.4359 for more technical information
including the Iliad database design specification and the iDx file
format = description. Limit responses to 15 pages and include: =A6

of whether they are a large, small, small-disadvantaged, = or
woman-owned business =A6 Statement of capability for their 'driver' to
provide evidence that = the need has been clearly understood. =A6 Cost
estimate for non-reoccurring engineering costs or cost sharing required
(it is anticipated that most, if not all of the costs will be recouped
from commercial sales to our clients. There is no desire to produce
government owned software.).=20 =A6 Earliest realistic delivery date
This synopsis is for planning purposes only and does not constitute a
solicitation for bids or proposals. It is not to be construed as a
commitment by the Government. The Government does not intend to pay =
for any information provided under this synopsis. Interested
contractors = capable of meeting this need must submit clear, convinci
ng literature and pricing that fully demonstrates their capabilities.
Responses to the sources sought that fail to provide the required
capability demonstration will not be acknowledged. All = questions must
be submitted in writing to AFFTC/PKAA, Directorate of Contracting,
ATTN: Leanne Collins, 30 North Wolfe Avenue, Edwards AFB, CA =
93524-6351. Send facsimile documentation packages to (661) 275-9626,
ATTN: Leanne Collins, AFFTC/PKAA. Responses to include pricing
information must be received by 30 NOV 99. Telephone requests to be
placed on the mailing = list will not be honored. All complete
responses received will be fully considered subject to technical
evaluation by the USAF. The anticipated contract type is a Firm Fixed
Price (FFP) Requirements contract. = Numbered Notes 25 and 26 apply.
