DESC- The Fleet & Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to procure on a competitive basis Navy Standard Rack Mount 4.0 KVA Uninterruptible Power Supply with Integrated Power Distribution Unit. The proposed procurement is for an indefinite delivery/indefinite quantity contract. The ordering period under this contract will be for a base year with two option years. The total ordering period will not exceed thirty-six months if all options are exercised. The total estimated quantity(including options) is 161 units. The equipment offered must meet or exceed the following specification: Electrical Input-Voltage/Frequency 120 VAC/60 Hz, single phase, 10 % ;Input power connection AMP 208483-1; Battery power connection -- AMP 208485-1; OUTPUT Voltage/Frequency 120 VAC/60 Hz, single phase; +5 VDC and +12 VDC outputs for a TAC-4 keyboard & associated light shall be provided. The current draw for the 12 VDC is 300ma and 5 VDC is 1.1A. These outputs shall be uninterruptible and protected by the UPS; Voltage & Frequency Regulation shall be Steady State conditions; Total Harmonic Distortion -- < 5%; Efficiency at full load 80%; Overload -- 125% for 10 minutes; Power Factor -- 0.7 lead to 0.7 lag; Mechanical-UPS shall be based upon a High Frequency Pulsed Width Modulation (PWM) topology to provide a lightweight and compact design. UPS (excluding external battery) shall not exceed 75 lbs. in weight; UPS and external battery shall be 19" rack mountable; UPS and external battery shall be contained in separate units. UPS and external battery shall not take up more than 7U (12.75") of rack space. UPS height shall not exceed 3U (5.25");Battery height shall not exceed 4U (7"); UPS shall provide eight (8) 5-15R output receptacles with cable locks. UPS shall not exceed 24" in length; External battery shall not exceed 25 " in length. UPS input power receptacle shall be AMP 208483-1; UPS battery input receptacle shall be AMP 208485-1. Battery output receptacle shall be AMP 208485-1. UPS and external battery units shall have front panel mounted handles. UPS and external battery unit shall provide for the acceptance of rack mount slides. Type of slide to be determined at time of order. Exhaust fan air flow shall be from front to rear. Controls and indicators -Front panel shall include: eight (8) power distribution load circuit breakers to individually control eight (8) output receptacles. Circuit breakers shall each have a physical protective feature to prevent inadvertent release; battle short switch to override interlocks and shutdown features; a "red" toggle switch guard for the battle short switch; a designated space for load switch labeling; a double pole main input circuit breaker; an audible alarm reset push button an audible alarm disable switch; indicators shall include: AC power to UPS is available; UPS is ON and operating properly; Sequenced LEDs/readout gauge for battery level; Sequenced LEDs/readout gauge for UPS load level. Indicators with alarms shall include: AC Input failure; Low Battery; Over temperature; Fan failure; Internal logic/electronic failure; Battle short switch ON; EXTERNAL BATTERY- Battery back-up shall be: 4U battery Half-load(20-30 minutes); Full load (10-15 minutes); Batteries shall have no out-gassing; Batteries shall be maintenance free and of the immobilized electrolyte type. The UPS shall meet the following shock, vibration and electrical standards: MIL-STD 901 grade B and MIL-STD-462. The following standards will be referenced for guidance only: MIL-STD 167C Type I; MIL-STD 1399 section 300A, Type I; MIL-STD 1310; MIL-STD 461. UPS shall be developed and produced under ISO9000 quality control standards; UPS shall include communications and diagnostic capabilities through a software Power Monitoring package. Operating Temperature (-20 C to +50 C) Storage Temperature (UPS only)(-40 C to +85 C); Operating Humidity -- To 95% non-condensing; Operating Elevation -- To 15,000 ft. (40,000 ft. non-operating); Audible noise -- < 55dba at 5ft.; Material Safety Data Sheets (MSDS) shall be provided for the UPS and Battery units. Orders will indicate either 3U and/or 4U battery units with the UPS. A pre production first article' will be required for Government testing.
