Department of Commerce (DOC)/National Oceanic and Atmospheric
Administration (NOAA) has a requirement for the Operations, Software
and Technical Support for the United States Mission Control Center
(USMCC) and the Data Collection System (DCS) Automatic Processing
System (DAPS II). The USMCC is the United States focal point and
control center in the interagency and international program called
Space Systems for Search of Vessels in Distress/Search and Rescue
Satellite Aided Tracking, or COSPAS-SARSAT. The DAPS II will be
developed under separate contract and will perform three basic
missions: Maintaining the central DCS data bases, performing all
geostationary operational environmental satellite (GOES) DCS real-time
operations, and providing servicing to DCS management, operators, and
users. The COSPAS-SARSAT Program is a space and ground system for
locating ships and aircraft in distress. The mission of the USMCC is
the coordination in the receipt and distribution of information
regarding signals emitted from emergency beacons on the earth's
surface, acquired by satellite, and relayed to a Mission Control Center
after receipt and processing by a ground system called Local User
Terminals (LUTs). In the US, messages are sent to Search and Rescue
Coordination Centers (RCCs) operated by the US Coast Guard and US Air
Force. The USMCC is located and the DAPS II will be located at the NOAA
operating agency National Environmental Satellite, Data and Information
Services (NESDIS), Suitland, MD. The automated functions of the USMCC
are performed on IBM compatible PCs operating under WINDOWS NT.
Maintenance services required will be for corrective, adaptive, and
perfective software maintenance, with corrective software maintenance
required 24 hours a day, 7 days a week. Operations support will be
required on a shift basis 24 hours a day, 7 days a week. The contractor
will be required to operate the USMCC with operator/controllers
qualified in IBM compatible PC and WINDOWS NT Operations and a working
knowledge of all the major functions and interfaces of the USMCC.
Technical support services required will consist primarily of ongoing
support to NOAA/NESDIS Management in the areas of user requirements,
participation in User, National, and International meetings, system
performance and monitoring, data communications interfaces, local area
networks and COTS software, and COSPAS-SARSAT and DCS related
operational and technical matters. With the exception of one systems
analyst position, the support for the DAPS II will not be required
until option years of the contract. The period of performance will be
a Base Contract Period of twelve months with four twelve month option
