NASA/JSC plans to issue a Request for Quotation (RFQ) for a short, approximately 8 minute surround sound video on the subject of the JSC KC 135 aircraft. The video needs to be of high artistic quality, and dramatically presented. It must be delivered by mid December 1999 so as not to negatively impact the public performance of the mobile JSC technology Audio/Video Demonstrations. Because of the anticipated small dollar value of this procurement, and the fact that the work will require frequent access to Johnson Space Center film archieves it is expected that firms outside of the local area would have difficulty meeting the quick turn-around requirements necessary to provide the finished surround sound video product in time so as not to delay the scheduled January 2000 JSC Audio/Video display tour. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from HavCam Productions, Houston, TX. The services are available from a limited number of sources in accordance with 10 U.S.C. 2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
