ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The
48th Contracting Squadron/LGCA is seeking interested parties for an OMB
Circular A-76 Cost Comparison Study. The intent of the study is to
determine the most efficient and cost effective method of providing
Telephone Switchboard Operation services for 5 United States Air Force
bases in the United Kingdom. Services include performing Base
Telephone Switchboard Operations for RAF_s Mildenhall, Lakenheath,
Fairford, Molesworth, and Croughton in the United Kingdom. Service
shall include switchboard operations, customer education,
familiarization training for military augmentees, trouble reporting,
and administrative services using Government owned/provided facilities
and equipment. Contractor management shall establish and foster a
healthy customer complaint program regarding telephone switchboard
operations. The program shall be able to resolve all customer
complaints at the lowest level. An aggressive corrective action program
shall be easily identifiable to the Government. The Governments
objective for this program is customer satisfaction whenever possible.
All other complaints shall be directed to the Public Affairs Office or
equivalent. Complaints of any nature shall be documented and records
maintained. The contractor shall achieve the performance objectives
described in the Statement of Work and is empowered to use best
management practices that demonstrate continuous improvement processes
designed to increase contractor performance through innovative
techniques that result in no grow/slow, grow/cost to the Government.
The subsequent solicitation issued to obtain offers for comparison
purposes will not result in a contract if Government performance is
determined to be more advantageous. Award will be for a base year with
the possibility of four optional years. The solicitation will be
posted on 18 Nov 99 on the Electronic Posting System (EPS) at the
following web-site http://198.49.121.140/. The cut off for the
proposals will be on 25 Jan 00. Proposals after this date will not be
accepted. All responsible sources may submit a proposal which shall be
