The U.S. Environmental Protection Agency intends to negotiate sole source with Mobius Management Systems, Inc., 120 South Riverside Plaza, Chicago, IL 60606 for continued software support services subject to the availability of FY-2000 funds. The support service for the software listed below includes usage rights, enhancements, automatic updates, and technical support hotline services. The Agency's requirement for support service is for the following software: Infopac Opman, Infopac RDS with options: Core and Unlimited VTAM Sessions. EPA believes that Mobius Management Systems is the only vendor capable of satisfying the software support services as stated above. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The period of performance is expected to be from November 23, 1999 through November 23, 2000. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any sources(s) exist and, therefore, no RFP is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFP will be ignored.
