The Naval Sea Systems Command (NAVSEA) intends to issue orders on
multiple occasions for a period of up to three years under a new Basic
Ordering Agreement (BOA) N00024-99-G-5228 with Raytheon Systems
Company of 1847 West Main Road, Portsmouth, RI 02871-1087. Orders will
be issued for studies, analysis, and equipment changes/product
improvements for the AN/SPS-49(V) Radar System. This includes
conducting special studies, surveys, evaluations, and tests during
installation and checkout (INCO) to determine the feasibility and/or
applicability of proposed equipment changes. All materials and services
incidental to such work (equipment, piece parts, components,
accessories, packing, packaging, marking of end items, etc.) are also
included. In appropriate cases, any equipment change/product
improvement may be handled by the issuance of an order to determine the
extent of work that the Contractor may be required to provide. Raytheon
is the original designer, developer, and sole manufacturer of the
AN/SPS-49 Radar System. Therefore, no other firm possesses the
technical expertise required to perform the work that will be required
by the Government. This BOA will be issued pursuant to 10 U.S.C.
2304(c)(1). "Only one or a limited number of responsible sources and no
other supplies or services will satisfy agency requirements". See
