Substance Abuse and Mental Health Administration (SAMHSA) through the
Program Support Center, General Acquisitions Branch intends to award a
sole source simplified acquisition to Howard University, Washington,
D.C. The requirement is to examine and assess the state of knowledge,
information, research, reports and other sources related to
African-American access to mental health services. This examination
shall be conducted in the context of the recent White House Conference
on Mental Health, relevancy to HBCUs and their respective communities,
implications for state and local mental health service delivery
systems, implications for education and training, and with a focus on
recommendations for dissemination and follow-up. The primary outcome of
this project will be a "model" to be used by HBCUs, and communities
with significant numbers of minorities to increase access to and
consumption of mental health services developed from the comprehensive
review and assessment of knowledge relative to improving
African-Americans access to mental health services. NO SOLICITATION IS
