"14 Oct 99: The Request for Technical Proposal (RFTP) is hereby
released. NO HARD COPIES WILL BE SENT. All responsible sources may
submit a proposal which shall be considered. Facsimile or alternate
proposals are not acceptable. Solicitation Number F33601-99-B-9002 is
being acquired under Full and Open Competition. Period of Performance
is estimated 01 Aug 2001 -- 30 Sep 2001. Five one-year options may be
awarded. SIC 8744, Size Standard is $20,000,000.00. An award will be
made using Two-Step Sealed Bidding procedures in accordance with FAR
14.5. Under Step 1, offerors are to submit a technical proposal only.
Price or cost estimates are NOT included in Step 1. An Invitation for
Bid will be issued under Step 2 to those firms whose technical
proposals have been determined to be acceptable. This procurement is
part of a Government cost comparison to determine whether accomplishing
the specified work under contract or by government performance is more
economical. The lowest bid obtained from offerors will be compared to
the Government bid, and award will be made to the bidder whose offer
is the most advantageous to the Government. If the Government is
determined to be the most advantageous offeror, the solicitation will
be canceled and award will be made to the Government. This is part of
a Government cost comparison to determine whether accomplishment of the
specified work under contract or by Government performance is more
economical. If Government performance is determined to be more
economical, this solicitation will be cancelled and no contract will be
awarded. This procurement is to provide for the management and
operation of engineering and construction efforts within the
Engineering Division (88 CEG/CEC); for management, operations and
accountability of computer systems, real property, human resources and
financial activities within the Resources Division (88 CEB/CER);
operational readiness and deployment within the Readiness Division (88
CEG/CEX) Wright-Patterson Air Force Base, OH. There are a total of 104
