Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with University of Maryland, Dept of Physics Center
for Superconductivity Research for the continuation of services on the
quantized hall resistance standard for NIST's Electricity Division.
This effort is to provide NIST with added measurement capabilility in
order to investigate fundamental questions about the quantized Hall
resistance standard. The principle measurement system shall be the
potentiometric system. The DVM measurement system shall be used in
situations which the potentiometric system cannot handle, such as
comparing the current dependence with the temperature dependence. The
tasks for the base period are as follows: TASK 1. Measure and document
the leakage resistances of the automated digital voltmeter system, and
compare the performance of this system with the automated
potentiometric system. TASK 2. Develop the necessary hardware and
software for computer-monitoring of the magnetic field generated by the
16 tesla superconducting magnet used for quantum Hall effect
measurements. TASK 3. Use model calculations to predict and document
the effects on the value of the ac quantized Hall resistance from
measurements of the parasitic capacitances, inductances, and
resistances of the NIST ac quantum Hall effect sample probe. The task
for the option period is TASK 4. Aid NIST in understanding the
fundamental properties of quantum Hall effect devices by making
temperature-dependent and current-dependent measurements at the 0.1
parts-per-million level of accuracy using the automated potentiometric
system and the automated digital voltmeter measurement system of Task
1, and producing a report of the results. This requirement is in part,
an extension of efforts performed under previous Purchase Order No.
43NANB813655. The period of performance is for one year with an option
to extend the period of performance for one year. FOB Destination
Gaithersburg, MD. A Request for Quotation (RFQ) shall be issuedto the
University of Maryland. This is being conducted as a sole source
acquisition due to the current involvement in the effort by University
personnel. It would not be possible for another source to achieve the
necessary level of understanding in the time required for the
completion of this contract. This is not a request for competitive
quotes, and no solicitation document is available. Interested parties
should submit a capability statement, to include evidence of their
capability to respond to the requirement, no later than the response
