Service is soliciting prequalification statements from contractors
interested in being placed on a prequalified contractors list for
construction of the new, USPS-owned Wenatchee, Washington Mail
Processing Center. The facility to be constructed is 63,000 sq. ft. on
an approximately 250,000 sq. ft. site. The estimated construction cost
range of this project is $5,000,000 -- $6,000,000. Solicitation for
construction is anticipated in January, 2000, with construction
beginning March 2000, to be completed by November 1, 2000. No fewer
than three of the most highly qualified prime contractors will be
placed on the prequalified contractors list. The primary evaluation
factors that will be considered, and are of equal importance, are
successful completion of three projects of similar size and scope in
the past five years; references; financial stability (firms must
demonstrate adequate financial resources to accomplish the proposed
projects); capacity (current workload compared to companyresources as
indicated by uncommitted bonding capacity, staffing, and other company
resources needed to successfully complete proposed projects); project
management and staffing (demonstrated capacity to provide personnel
experienced in projects of similar size and scope); company
organization (firm must demonstrate adequate experience, accounting and
operational controls, technical skills, and production and property
controls to accomplish the proposed projects). The secondary evaluation
factors that will be considered, and are of equal importance, are:
company location within Washington state and/or successful performance
on comparable projects in the Wenatchee area; small, minority, and
woman-owned business subcontracting plan; judgments, claims and
lawsuits; safety program; quality program. Interested prime contractors
may obtain a prequalification package at no cost by submitting a
written request by mail or fax to: Royal Reprographics, 7825 S. 180th
Street, Kent WA 98032, Fax 425/251-0249, Attn: Pat Rhodes. The
prequalification package will be sent by mail to firms that request it,
but it will not be faxed. Submittals must be in the approved USPS
Contractor Prequalification Format as contained in the prequalification
package. Failure to submit requested information in the required format
may be a cause for rejection of entire prequalification request.
Evaluations will be based on the information the contractor supplies in
the "Prequalification Package." Total submittal package shall be
limited to 50 single sided or 25 double sided pages including brochures
and promotional material. Prequalification statements will be evaluated
by a committee of Postal Service architectural, engineering, and
purchasing professionals. Firms selected as being the most qualified
will be placed on the prequalification list and will be provided
written notification of prequalification status within sixty (60) days
of receipt of their application. All firms submitting offers will be
notified in writing of the results of the evaluations. Prequalification
statements will not be returned. Offerors are encouraged to submit
