of Contract Action (NOCA). A Sought Sources Synopsis was released on 22
Jul 99, with no amendment, under the project entitled "Semiconductor
In-House Development Engineering & Research Support (SLIDERS)." The
technical objective "SLIDERS" is to develop, design, fabricate,
procure, manage, operate, and maintain optical, electronic, and
mechanical systems, subsystems, and components. It is anticipated that
office space, laboratory space and associated laboratory equipment
will be provided by the Government (primarily existing AFRL facilities)
to accomplish the work. The facilities where the experiments will be
conducted are Laboratories 100, 110, 116, and 117 in Bldg 416. The
approximate personnel staffing anticipated is four technicians, two
engineers, one full-time and one part-time senior scientist, and one
program manager. This announcement is to notify all interested parties
that the Det 8 Air Force Research Laboratory (AFRL) at Kirtland AFB NM
anticipates releasing a solicitation F29601-99-R-0005 on or about 29
Oct 99 for SLIDERS. The acquisition will be solicited on a full and
open competition basis. Proposals are due on or about thirty (30) days
thereafter. A Draft Request For Proposal (DRFP) will not be issued for
this acquisition; however, documents contained in the RFP will be
immediately uploaded on the, Electronic Posting System (EPS), Air Force
Research Site Contracting Bulletin Board as it becomes available and
may be down loaded at Internet site: http://www.eps.gov. Offerors that
respond to this announcement must monitor the Web Site for potential
changes to the acquisition. Amendments and questions and answers
concerning the announcement will be posted exclusively on the Web Site.
All posted information will clearly display its date of posting.
Offerors are reminded of the requirement to acknowledge all amendments
in their proposal. An indefinite-delivery indefinite-quantity,
cost-plus-fixed-fee, task order type contract is contemplated (CPFF
IDIQ). The contractural effort will consist of one (1) award for a
contract with an ordering period of five (5) years from the date of
award plus a four (4) years option. The security classification of the
contract is expected to be SECRET. Foreign-owned firms are advised
that they will not be able to participate in this acquisition at the
prime contractor level. This acquisition may involve technology and/or
may require access to Militarily Critical Technical Data that is
subject to Export Control laws and regulations. Only those offerors who
are registered and certified with the Defense Logistics Information
Service (DLIS) may submit proposals. The offeror is required to submit
a certified copy of the DD Form 2345 with proposals. Contact the DLIS,

offerors are reminded that the new DoD final rule implementing the
Central Contracting Registration (CCR) was published in the Federal
Register, Volumne 63, No. 61 on 31 Mar 98. This rule requires
contractors to be registered in the CCR as of 1 Jun 98 to be eligible
to receive a contract award based on solicitations issued after 31 May
98 from any DoD activity. Firms must register on a one-time basis and
annually confirm accuracy and completeness of registration
information. Instructions for CCR can be accessed at
http://www.ccr.dlsc.dla.mil. An Ombudsman has been appointed to hear
concerns from offerors or potential offerors, primarily during the
proposal development phase of this competitive, negotiated acquisition.
The purpose of the Ombudsman is not to diminish the authority of the
Program Director or Contracting Officer, but to communicate offerors
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel in the pre-proposal phase of acquisitions. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
contact the DET 8 AFRL Ombudsman, Mr. Eugene DeWall, Det 8 AFRL/PK-D,

87117-5773. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
