Secret Service intends to negotiate and award an order for the following efforts on a Sole Source basis to 3-D Engineering of Baltimore MD: Consultation services for an access control system. Extensive and unique knowledge of the access control system is required and is critical to the completion of this effort. Award to any other source is anticipated to result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would result in unacceptable delays in fulfilling the agency's requirement. Additionally the design, form and fit of the system is known only to 3-D Engineering. Authority for this sole source procurement is Far 13.106-1(B). Only once source is reasonably available. Firms that recognize and can perform the required services described above, are encouraged to identify themselves and give written notification by providing supporting evidence to the Contracting Officer within fifteen (15) calendar days after date of publication of this synopsis. The final determination by the Government not to open this requirement to competition, based on any of the information provided, is solely within the discretion of the Government.
