FOR INFORMATION ABOUT ELECTRONIC WORKFLOW SYSTEM. The Defense
Information Systems Agency (DISA) is seeking sources that are capable
of providing an enterprise electronic workflow system (EWS). EWS must
be able to accomplish workflow tasks such as suspense tracking, and
include digital signature capability using the DOD-Standard Public Key
Infrastructure (PKI) certificates, ad hoc reporting, and a Web browser
interface, all of which are described in full below. EWS must have the
capability to route compound packages made up of documents from
various applications (e.g., word processing or spreadsheet
applications). The routing or coordination of these packages may be
automatic, based on defined business rules, or on an ad hoc basis.
Participants in the process may include both Government and
non-Government personnel. EWS must work between people, organizations,
or applications. Built-in configuration management and version
controls enable temporary work groups to edit documents simultaneously
andto declare a new version of a document. Service turn-around time
may be monitored and management reports generated based on performance
data captured by the system. The product must integrate with both DMS
Outlook and DMS Lotus Notes E-mail systems. Specifically, the
Electronic Workflow System must be capable of the following: 1.0
Interoperable and seamless connection with agency standards and
applications including: 1.1 Integration with standard desktop
applications 1.1.1 Office 97 1.1.2 Netscape Communicator 1.1.3 MS
Project 1.1.4 DMS Outlook 1.1.5 DMS Lotus Notes 1.1.6 Messaging (VIM,
MAPI, SMIME) 1.2 Integrate with digital facsimile 1.3 Integrate with
Oracle DBMS 1.4 Open Database Connectivity (ODBC), JDBC, and CORBA
compliant. 1.5 Object Linking and Embedding (OLE) compliant 1.6
Import/export capability for all file formats including multimedia 1.7
Interoperability with other COTS/GOTS workflow tools. 1.8 Product
compliant with Workflow Management Coalition (WFMC) standards. 1.9
Products offered shallbe compliant with the DII COE. Level 5 is
mandatory; level 7 desirable. 1.10 Products offered shall have
documented open, non-proprietary application programming interfaces
(APIs) so that they can be integrated into larger systems. Java APIs
are mandatory; C, C++ APIs are desirable. 1.11 Run on Windows NT and
UNIX 1.12 Optional interoperability with Microsoft Internet Explorer
1.13 Optional interoperability with FileNet and Foremost 2.0 Providing
the following workflow capabilities: 2.1 Integrate via API with other
applications in the workflow system 2.2 Perform automatic routing
based on pre-defined business rules 2.3 Perform manual routing,
regardless of normal Rules (Specifically, must be able to send to
designated individual or organization) 2.4 Capability to create, edit
processes using design tool with GUI front-end 2.5 Route up/down/across
organizational hierarchy 2.6 Extend automated processes over an
extranet or intranet 2.7 Search and sort work items 2.8 Suspense
Tracking 2.8.1 Set response date/time limits for tasking 2.8.2
Automatic flagging when time limit is exceeded 2.8.3 Hold capability
pending the arrival of all documents in a package or when a document
must be recombined after being worked on by several people 2.8.4
Capability for user to enter comments or questions and re-route the
suspense (back to the originator or a previous coordinator) 2.8.5
Capability for a specified group to edit parts of document
simultaneously and to route and keep track of the changes 2.8.6
Originator can retrieve an electronic action, make changes to the
original (including workflow changes) and re-send tasking; all
addressees can be notified. 2.8.7 Retrieve closed suspenses and
re-activate if required 2.8.8 Create sequential and/or parallel
processes 2.8.9 Create a folder of documents in multiple formats and
route the folder 2.8.10 Capability for tasking organization to reject
a tasking submission and return the tasking to the preparer for re-work
2.8.11 View all outstanding/closed suspenses for specified
organization(s) based on user permissions 2.9 Coordination 2.9.1 Route
documents to unlimited number of individuals/ organizations 2.9.2
Append multiple files to the main document being coordinated or merge
and append as a single attachment 2.9.3 Append any file type as an
attachment; automatically launch appropriate viewer or application for
the recipient 2.9.4 Shows a list of all individuals/organizations in
the coordination chain; originator can see who has
concurred/non-concurred during the coordination process
(permission-based) 2.9.5 Integrate with COTS/GOTS digital signature
products. 2.9.6 Read/write permissions can be changed easily to
accommodate variable types of coordination actions (permission-based)
3.0 Providing the following security capabilities: 3.1 Compatible with
X.509 (Public Key Infrastructure) standard 3.2 Restrict access to
electronic documents as required. 3.3 Product does not contain Active-X
controls Information Assurance EWS will be compatible with the DoD PKI
x.509 version 3.0. This standard can be found at
http://www.disa.mil/infosec/pki-int.html. The product will provide for
information and application access control to be decentralized to the
owners of the information or processes. Access to files will be
limited based on security permission assigned to individuals and
groups. Technical Infrastructure The modules must integrate with
standard Windows NT 4.0 Operating System and desktop applications,
including, but not limited to, MS Office 97, Netscape, MS Project, and
both Lotus Notes and MS Outlook messaging. Most of the government's
infrastructure is organized around mid-level SUN, HP, and NT servers.
Additional Information DISA is interested in obtaining written systems
specification and supporting information pertaining to EWS products.
This specification should address the primary EWS characteristics such
as performance, scalability, reliability, and enterprise support
capabilities. There is no bid package or solicitation document
associated with this announcement. The requested information is for
planning purposes and does not constitute a commitment, implied or
otherwise, that a procurement action will be issued. No entitlement to
payment of direct or indirect costs or charges by the Government will
arise as a result of the submission of contractors' information. The
