D -- SUPPORT SERVICES FOR GOVERNMENT-OWNED SOURCE SELECTION EVALUATION SOFTWARE TOOL DUE 102999 POC Wendy Johnson, Contract Specialist (703) 607-6890 or Mark Bogart, Contracting Officer (703) 607-6920 The Defense Information Systems Agency has identified a continuing need for Acquisition Support and seeks sources that may be capable of performing support in the following areas. 1) Leverage available technology to assist requiring organizations in preparing, coordinating, obtaining approval, submitting and tracking acquisition package documentation. This would be accomplished by further developing the DISA Acquisition Front End Tool, A government-owned web based software tool developed by CTC Associates Inc. the incumbant support contractor, using active server pages, Oracle, JAVA script, Visual Basic and the DOD Public Key Infrastructure. 2) Leveraging technology to assist the Agency in obtaining technical and cost proposals from its contractors in a standard secure mode. Item will be accomplished by further developing the DISA Acquisition Front End Tool: A government-owned web based software tool developed by CTC Associates Inc. using active server pages, Oracle, JAVA script, Visual Basic and the DOD Public Key Infrastructure. 3) Further developing, refining and implementing the Agency's Contractor Past Performance Tool to include help desk support. The DISA Past Performance Tool is a government-owed web-based application built by CTC Associates Inc using active server pages, SQL server, JAVA script, Visual Basic, DOD Public Key Infrastructure, SQL Mail, JAVA and Index server. 4) Establishing source selection networks, loading the networks with the appropriate software to include the DISA Source Selection Tool, administering the networks on a day-to-day basis, training users on how to use network software, troubleshooting and fixing any hardware or software problems, sanitizing the networks at the conclusion. 5) Reviewing source selection documents and recommending changes that can be made to leverage technology to the maximum extent possible. 6) Customizing the DISA Source Selection Tool to meet the needs of the applicable source selection. The DISA Source Selection Tool is a government-owned web based application built by CTC Associates Inc using active server pages, SQL server, JAVA script, Visual Basic, DOD Public Key Infrastructure, JAVA and Index server. 7) Advising the Agency on streamlined methods for accomplishing acquisition responsibilities. 8) Advising the Agency on ways to improve upon current methods as technology and functional requirements evolve. Due to the large dollar value of acquisitions that will be using the DISA Source Selection Tool, the Agency must minimize exposure of proprietary and source selection information and contractor must recuse himself/herself from other DISA acquisition/business opportunities. All responsible sources must submit a qualification statement, which shall be considered. This shall include a concise synopsis of corporate and key personnel experience. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.
