National Oceanic and Atmospheric Administration (NOAA), Environmental
Technology Labs (ETL) requires the use of a unique, large-scale
laboratory facility for studying processes in the upper ocean. This
includes a large thermostratified tank (20m x 4m x 2m) with a
controlled thermocline-type stratification which models the upper ocean
structure at about 1 to 100-200 of spatial scale and about 1:10 of
velocity scales. The tank is fully equipped with generators of surface
and internal waves, a flow inductor, towing trolley, etc., and a
measuring complex for the computer-based data collection and
processing. The purpose of the work, is (a) To study the interactions
between internal gravity waves (IW), turbulent spots and shear flows;
the possibility of turbulence production and maintaining, in the
presence of IW in the ocean; the possibility of generation,
amplification and attenuation of waves by turbulent currents; and
theoretically describe the main mechanism of the phenomena observed;
and (b) To further study the effect of inhomogeneous flows on
gravity-capillary surface waves. It is the intent of the Government to
negotiate a sole source contract under the authority of 41 U.S.C.
253(c)(1) with The Institute of Applied Physics at Nizhny Novgorod
(Russia) as this source is considered to be the only responsible source
and no other source can satisfy agency requirements. This announcement
is being issued under the Simplified Acquisition Procedures, FAR Part
