Bureau of Prisons intends to award a non-personal services contract for
Dental Assistant Services. Duties are to be performed at the Federal
Correctional Instituion, Manchester, Kentucky. Duties include 1)
Screening Patients and making appointments; preparing patient records;
preparing parients for treatment; and making necessary entires in
dental records. 2) Assisting Dental Officers with restorations, oral
surgery, periodontics, prosthetics, and examinations by preparing the
dental treatment room, dental instruments, esential materials,
drugs/medications, passing instruments, retracting tissue, irrigating
oral cavity, operating aspirator, and observing patient for responses.
3) Maintaining dental equipment through daily inspections and making
minor repairs; cleaning, sharpening, and sterilizing instruments and
reporting defective equipment to the Dental Officer. 4) Fabricating and
repairing dental prostheses and appliances; and performing procedures
pursuant to fabrication and repairing complete dental prostheses;
removable partial prostheses; using acrylis and porcelain as basic
materials. 5) Taking diagnostic-quality periapical, occlusal, lateral,
jaw, TMJ, and panographic radiographs after determining the
appropriate level of radiation intensity, using standard dental
radiographic, panelipse, cephalometric, and transcranial equipment; and
developing, fixing, washing, and drying radiographic films using
automatic developing units. 6) Performing and interpreting four(4)
quality assurances on a scheduled basis on radiographic and developing
equipment and safelight; maintaining proper infection control
procedures in radiographic techniques; and sterilizes contaminated
biological waste as necesary. 7) Making primary impressions and pouring
casts; and placing any finishing dental restorations and amalgam
composite restorations, including selecting appropriate tooth shade. At
a minimum, contractor must be certified by a licensed school teaching
Dental Assistance or through continuing Educatiuon Units from an
accredited college or university. Must be certified/licensed in
radiology and radiology safety. Minimum of three (3) years experience
as a Dental Assistant. Due to nature of this contract, all individuals
working within the confines of the institution will be required to
submit security clearances. This will be a competive award procuremnt
with award being made to the offeror determined to be in the best
interest of the Government with price and other factors considered.
Services will be required during the normal work week, with a maximum
of 63 sesions per month. (one session consists of 2 hours, three
sessions per day) for a maximum of 756 sessions per the twelve month
period. The base year will run for twelve months from date of award
with four (4) option periods for renewal. Anticipated solicitation will
be mailed on approximately November 1, 1999 with an anticipated due
date of December 1, 1999. It is anticipated that this solicitation will
result in a Firm Fixed Price, Requirements type contract. This
requirement is 100% set-aside for small business concerns. All
responsible sources may submit an offer which will be considered for
