intends to issue a Request for Proposal (RFP) for shipboard and shore
communications, intelligence, cryptologic and electronic warfare
systems installation and technical support services. These support
services are required in the areas of: consolidated installation,
system/equipment modification, test and checkout, systems training,
equipment acquisition, and documentation preparation for secure and
non-secure electronic systems and subsystems. Specific tasks are
related to technical services, installation planning, equipment/system
fabrication, assembly, survey and inspection, installation, overhaul,
repairs, alterations, and technical documentation of
systems/equipment. Tasks will be performed in support of systems such
as Special Shore Station Systems; Special Communication Systems;
Information Transfer Systems; Telecommunications Systems; Air Traffic
Control Systems; Meteorological and Navigation Systems; Microwave,
Wireless, and Satellite Communications Systems and Links; Command and
Control Systems; Intelligence and Electronic Warfare Systems; and
Cryptologic and Direction Finding (DF) Systems. The contractor shall
propose the facility arrangements deemed necessary to support the
functions, operations and requirements outlined in the statement of
work in at least the four primary contract performance locations of
Charleston, SC; Norfolk, VA; Mayport, FL; and San Diego, CA. The
contractor will be required to maintain a SECRET security clearance
during performance of this contract. The contract will be an Indefinite
Delivery, Indefinite Quantity type contract with provisions for
Time-and-Materials and Firm-Fixed-Price type orders. The contract will
be issued for a base year, with four one-year option periods. This
procurement will be conducted under full and open competition on an
unrestricted basis. The applicable SIC Code is 8711 with a size
standard of $20M. The Government intends to make a single award to the
acceptable offeror whose total offer on all items is the most
advantageous to the Government, considering price, technical factors,
past performance and corporate experience. The Government has posted

noted below. The Government may be updating these draft documents prior
to formal release of the RFP. All comments concerning the draft

advertised in the CBD as a Special Notice and a Presolicitation
Conference was held at SPAWARSYSCEN Charleston on 14 July 1999. All
responsible sources may submit a proposal which shall be considered by
the agency in response to this solicitation. It is anticipated that
the formal solicitation will be available on or about 15 November 1999
