(202) 324-4930 The Federal Bureau of Investigation (FBI), Foreign
Language Program, has a requirement for a contractor to develop four
(4) Listening Summary Translation Examinations (LSTEs) in each of four
dialects of Arabic (Egyptian, Gulf, Iraqi, and Levantine) and one
Verbatim Translation Examination (VTE) in Modern Standard Arabic (MSA).
The LSTEs will assess the ability of individuals to comprehend Arabic
audio materials and summarize them in English. The format will consist
of one machine scorable multiple choice (mc) section and a production
section, both based on authentic spoken language reflecting relevant
operational tasks encountered by FBI linguists. The VTE will assess the
ability to translate written MSA into English. The format will consist
of one machine scorable (mc) section and a production section both
based on authentic written language with relevance to the FBI's needs.
Additionally, the contractor shall provide a self instructional rater
training kit modeled on the scoring procedures for the FBI's current
LSTEs and provide a similar rater training kit for the VTE. The
LSTEs/Arabic and VTE/Arabic will become part of the Foreign Language
Test Battery used by the FBI in determining suitability of individuals
for employment as Language Specialists, Translators, or Contract
Linguists. All materials generated during the course of the contract
will become property of the FBI. The FBI contemplates award of a
fixed-priced task order contract for a base year plus one additional
option year. The Standard Industrial Classification Code is 8299.
