Naval Air Warfare Center Training Systems Division (NAWCTSD) has a
requirement to support the Navy's Command Aircraft Crew Training (CACT)
Program which includes providing all labor, equipment, training
facilities, tools, training materials, supervision and other services
necessary for academic, aircrew coordination, and simulator training
for the UC-35C (a Cessna Citation V ULTRA aircraft as configured for
U.S. Navy). The requirement is for classroom and simulator hands-on
training for two courses: an UC-35C Initial Pilot Training course and
an UC-35C Refresher Pilot Training course. At the election of the
student, the final simulator flight in the Initial Pilot Training
course may be a practical check or a Federal Aviation Administration
type rating or Air Transport Pilot (ATP) check flight. Students will be
responsible for having prerequisites for the type rating and ATP
completed prior the check flight. The training must be provided by a
training center certified under 14 Code of Federal Regulations (CFR)
Part 142 for the Cessna Citation CE-500 and be validated by the Navy
Aviation Model Manager/or designated Government official. Contractor
must provide a Federal Aviation Administration (FAA) certified
CE-500-560 simulator configured to a Cessna Citation V ULTRA aircraft
with Primus 1000 avionics and Global Positioning System (GPS) approach
capability. The simulator(s) must meet the FAA Advisory Circular
120-40 requirements for a Level C certification or higher. The
contractor must provide an avionics part task trainer (PTT) with
student action/trainer reaction capability. A fixed price, Indefinite
Quantity Contract (IQC) type is anticipated for a 60-month period of
