DOCUMENTS UNTIL THE REQUEST FOR PROPOSAL (RFP) IS ISSUED. THE RFP CBD
NOTICE WILL CITE ALL NECESSARY INFORMATION FOR REQUESTING RFP
DOCUMENTS. Potential offerors should monitor these sites for release of
the RFP documents -- IN ORDER TO ASCERTAIN THE METHOD OF PROCUREMENT,
QUALIFIED SMALL BUSINESS, HUBZONE, SMALL DISADVANTAGED, 8(a), AND
WOMEN-OWNED SMALL BUSINESS FIRMS ARE REQUESTED TO SUBMIT A "CAPABILITY
STATEMENT" TO THIS OFFICE. Information furnished must include, but not
limited to; name and address of firm; size of business; average annual
revenue for the past 3 years; number of employees; ownership and
whether they are small, HUBZone, small disadvantaged, 8(a), and/or
woman-owned; number of years in business; affiliate information such as
parent; company or teaming partners; potential services to be
subcontracted, if any; and list of customers (government and
non-government) covering the past 5 years (highlighting relevant work
performed, contract numbers, contract type, dollar value of each
procurement, and point of contact/addresses/and telephone numbers.
Detailing all relevant technical qualifications, interested firms
should also include in their capability statement demonstrative
information relative to past performance and experience in managing a
workforce and performing work similar to the requirements of this
procurement. Capability statements should be no longer than 10 pages in
length and should be received by this office no later than October 22,
1999. If sufficient interest is NOT received by October 22, 1999, the
Government reserves the right to issue this RFP UNRESTRICTED. -- The
SIC (Standard Industrial Classification) is 1611; Size Standard is
$17.0 MIL; and the FSC Code is Y249. -- The design/build scope of work
includes the demolition and removal of a 7,570,000 liter steel
ground-supported reservoir tank and the construction of a conventional
or pre-engineered 7,570,000 liter standpipe, approximately 325 lineal
meters of 400 mm and 25 lineal meters of 300 mm buried water main and
five motor-operated valves, the necessary generic transducers and
controls for a future SCADA system, site improvements and incidental
related work. The Contractor shall prepare any and all necessary
Illinois Environmental Protection Agency permits required for the
construction and operation of the new standpipe and associated water
main piping. In addition to the requrements contained in the
specifications, the project shall meet athe requirements of the latest
edition of the Standard Specifications for Water and Sewer Main
Construction in Illinois. The Contractor shall provide operation and
maintenance manuals for the standpipe, cathodic protection systems,
valves and any other aspects of the finished system that may require
them. -- Estimated Cost Range is between $2.0 MIL and $4.0 MIL. --
Thiswill be a Firm Fixed Price Contract. -- The RFP CBD Notice will be
issued on or about October 25, 1999 and will furnish all appropriate
