CONTRACT FOR PHASE 1 NATIONAL, ronald.noll@gsa.gov. The National
Archives and Records Administration (NARA) hereby notifies of intent to
issue a Request for Proposal (RFP) in a negotiated procurement for the
Construction Services Phase 1 Renovation of the National Archives
Building. Phase 1 is for selected demolition, re-construction and new
construction work in and around the National Archives Building at 700
Pennsylvania Avenue NW, Washington, DC. The contract is for (1)
demolition and reconstruction of approximately 20,000 gsf of office and
laboratory space on the north side of tier 1 and tier 3, (2) demolition
of steel decking and shelving containing lead based products on tiers
5 and 6, (3) demolition of steel shelving containing lead based
products on tiers 3 and 4, (4) construction of approximately 9500 gsf
new office space in the moat area surrounding the north side of the
building, (5) construction of extensions to existing underground
switchgear and transformer vaults, (6) excavation and waterproofing of
the north moat wall and (7) a new emergency generator. Unique features
of the project include selected demolition and re-construction within
an occupied historic building and construction of new office space
within the existing north moat area. Estimated construction cost range
is $1M -- $6M. The Contractor must provide all management,
supervision, labor, materials, supplies, and equipment (except as
otherwise provided), and must plan, schedule, coordinate and assure
effective performance of all construction to meet National Archives and
Records Administration (NARA) requirements. The Contractor will perform
the construction in accordance with the design specifications,
drawings, and the provisions of the contract. The project will be
constructed in two (2) Phases, consisting of selected demolition,
re-construction and new construction by this construction contract and
the remainder of the renovation in a future construction procurement.
One construction contract will be awarded based on Technical
Evaluation Factors and Price specified in the RFP. The Base and Options
are; Base Contract General Construction work as generally noted above.
Options are the Daily Rate in dollars per day for Home Office
unabsorbed overhead and extended Field Office overhead. Competitive
formal source selection procedures will be used in accordance with FAR
15. The contract will be Firm Fixed Price. The tradeoff process' is
the method that will be used to evaluate price and other factors
specified in the solicitation, with the goal and objective being to
select the proposal that offers the best value to the Government in
terms of performance, quality and pricing. The Technical Evaluation
Factors are: EXPERIENCE (25%) The Offeror must demonstrate its
experience as a General Construction (GC) Contractor responsible for
the construction of at least two (2) similar projects, within the past
five (5) years. Similar project is defined as a project that is
comparable in nature, type, and complexity to the project in this
solicitation, and meets all three (3) of the following characteristics.
(a) Construction was for office space, including structural,
electrical, mechanical, plumbing, fire protection systems and
architectural for the user areas. b) Construction work was performed in
an historical building. (c) Demolition was performed in an occupied
building. The Offeror must also demonstrate the experience of its key
subcontractors; mechanical, electrical and demolition, responsible for
the construction of at least two (2) similar projects, within the past
five (5) years. PAST PERFORMANCE (20%) The Offeror must have
satisfactory performance as a General Construction (GC) Contractor
responsible for the construction of at least two (2) similar projects,
within the past five (5) years. KEY PERSONNEL (25%) The Offeror must
identify the individuals proposed for the following positions General
Superintendent, Quality Control Supervisor, MEP Superintendent.
MANAGEMENT PLAN & SCHEDULE (25 %) Offeror shall provide a contract
duration at the completion of which all work must be substantially
complete as determined by the Contracting Officer. Specified duration
must be based on a project schedule that demonstrates the project can
be completed within the specified duration. Under no circumstances can
the proposed contract duration exceed 15 months. SUBCONTRACTING PLAN
(5%). This solicitation is not set-aside for small business. However,
this procurement is being made under the Small Business Competitiveness
Demonstration Program. The Standard Industrial Code (SIC) is 1542 and
the small business size standard is $17 million. To facilitate offer
preparation and government review, an INITIAL RFP will be available for
issuance on or about 11/01/99, and will be due on or about 12/01/99.
This proposal shall respond to the following evaluation factors as
noted above: Experience, Past Performance and Key Personnel. The
Government will establish an evaluation panel to review and evaluate
those factors while the remainder of the RFP and specifically, the
Construction Documents, is being prepared. Technical Specifications and
Drawings will be issued by an AMENDED RFP after the INITIAL Proposal,
on or about 12/15/99, and a Revised Proposal for the evaluation factors
above: Management Plan & Schedule and Subcontracting Plan, as well as
the Pricing Proposal will be due on or about 01/15/00. However, to be
considered for final award potential offerors must submit proposals to
BOTH the INITIAL and the AMENDED RFP. Technical evaluation factors
when combined are significantly more important than price. A
pre-proposal meeting and site visit will be held in the auditorium (5th
floor) of the National Archives Building, located at 7th St &
Pennsylvania Ave, NW on November 15, 1999 at 10am. Please use the
