(BOP) has a future requirement for natural gas service at a proposed
Federal Correctional Institution to be located in Gilmer County, WV.
The facility will house approximately 1,500 inmates, warehouse space
and other generic institutional elements. The natural gas service is
presently estimated to be required by July 1, 2001. Permanent service
connection shall be completed by January 1, 2001 for testing purposes.
The contractor shall operate and maintain facilities necessary to
provide the correctional facility an estimated annual volume of 22,490
MCF, including transmission and distribution to the burner tip. Actual
usage requirements may not be determined until after the first year of
full capacity operation. The estimates provided are for the
contractors benefit and are not meant as a guarantee of revenue or use.
The provider shall deliver the required natural gas service at an
estimated maximum of 11,301 cubic feet(cf)/hour(hr) at an estimated 15
psi, to support the design of the Federal Correctional Institution.
The provider shall deliver the required natural gas service through a
gas regulator(s) and main gas meter(s) of a type to record the quantity
of all natural gas consumed by the facility. The provider shall provide
and install the meter at the point of connection which will be shown in
the solicitation document. The solicitation is estimated to be
available on November 1, 1999. The bid opening is tentatively scheduled
