Survivability 1999 Challenges for the New Millennium November 16 -- 18,

(NDIA) WHAT WILL BE COVERED? This SECRET/US ONLY symposium focuses on
meeting the challenges to aircraft survivability posed by evolving
threats and declining defense budgets. The program will begin Tuesday,
November 16th, and will consist of five technical sessions: o Meeting
the IR/EO Missile Threat What operational lessons have we learned in
recent conflicts? How can pilot situational awareness of MANPADS
threats be improved? How effective are IRCM techniques? What can be
done to reduce the loss of aircraft hit by MANPADS? o Countering RF
Missile Threats What are the tradeoffs between ECM and Signature
Reduction? Can you simulate DECM? Is "Net Reduction in Lethality (NRL)"
the right MOE for EW? How valid are cost effectiveness assessments of
LO & ECM? o Reconsidering Non-Conventional Threats How real are these
threats? Can pilots detect their presence? What can be done about them?
o Integrated Survivability -- - Assessing Survivability Design How to
trade Vulnerability and Susceptibility? How to minimize crew
casualties? What is the impact of Simulation Based Acquisition? What
metrics have meaning for the warfighter? How to define survivability
requirements? o Future Platforms How are current and advanced air
vehicle programs addressing these challenges? Are innovative techniques
being proposed or implemented? Are there special issues regarding
maintenance, training, safety, battle damage repair, and affordability?
Are operational lessons from recent conflicts affecting future
acquisitions? SPECIAL FEATURES Monday, 15 November: Tutorials on

Monterey Bay Aquarium Friday, 19 November: Golf Scramble Tournament Why
Attend This Symposium? To participate in a forum for exchanging
information and advancing ideas that will enhance aircraft combat
survivability in the next century. The symposium will examine issues
and challenges to air combat survivability that are posed by IR, RF and
non-conventional threat systems, and the technological solutions to
these challenges being pursued in new aircraft and subsystem designs.
The program will present technologies and analysis methodologies that
address improvement of aircrew situational awareness in combat,
increasing the effectiveness of countermeasures and signature
reduction, minimizing the vulnerability of air vehicles hit by
conventional or non-conventional threats, countering the MANPADS
threat, and maintainability, reparability, cost and overall mission
