The RFP will consist of a total of four (4) technical factors and will require that design and construction of a 2,010m2 structure, one-story, steel-frame building, masonry walls, concrete foundation and floor, clay tile roof over membrane on insulated metal decking and steel trusses; basketball, handball/racquetball/squash courts, weight and exercise rooms, showers, and lockers; fire protection system, information systems, utilities, and mechanical ventilation; demolition of existing gymnasium Building 239. Design-build concepts will be developed and furnished by the Government. The Government intends to issue this solicitation through the Internet. Plans and Specifications will NOT be directly provided in a paper hard copy format nor CDs. Notification of any changes to this solicitation shall be made ONLY on the Internet EBS site. It is therefore the Contractor's responsibility to check the below listed EBS site daily for any posted changes in this solicitation's plans and specifications whill be available on or about 17 November 1999. Download from the Internet is free of charge, however, the plans and specifications may take time to download. The official Plan Holders list will be maintained on, and can be printed from, this EBS site. All prospective offerors MUST register as plan holders on the Internet EBS site for this project. Each company must include its name, address, phone number and email address, identify whether the firm is a Prime, Sub, or Supplier, and indicate whether firm is a Small Business, Small Disadvantaged Business or Large Business, and if firm is a Woman-Owned Business. PLAN CENTERS ARE ALSO REQUIRED TO REGISTER. See the Solicitation for proper address for delivery of proposals. The first part of the RFP documents will define the general project scope and submittal requirements. The second part of the RFP documents will include the plans and specifications and additional submittal requirements. The proposed contract is unrestricted. (If the prime contractor is a large business, a subcontracting plan will be required in the second part of the RFP.) The Standard Industrial Code (SIC) is 1542 and the related Small Business Size Standard is $17 million. The project is to be acquired by competitive negotiation and based on technical and price criteria. The contract will be awarded on 'Best Value to the Government' using criteria outlined in this solicitation. The first part of the RFP submittal will address the following technical factors: (1) Past Performance on comparable Gymnasium projects of similar size and nature and (2) Corporate and Key Personnel Experience in Gymnasiums including design-build of Gymnasiums. The second part of the RFP submittal will address (3) Past Co9mmitment to Small Business (SB) and Small Disadvantaged Business (SDB) Subcontractors and Proposed Subcontracting Objectives (applicable to Large and Small Businesses) and (4) Construction Criteria for various building systems (such as roofing, HVAC, etc.). The contract award will be subject to FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984). Upon availability of funds, approximately $4million will be available. Contract duration is 440 calendar days (includes bonds, 60 days for design, 365 days for construction).
