requirement for maintenance and deactivation services for mobile homes
and travel trailers deployed at various sites surrounding the Newport
News, VA area. These manufactured housing units have been purchased by
FEMA for the purpose of providing temporary housing to victims of the
flooding caused by Hurricane Floyd. The proposed contract shall have
fixed-price line items whereby the contractor will be paid a fixed
amount for maintaining each mobile home/travel trailer unit active as
of the 15th of each month. There will be other line items for services
deemed to be outside of the standard maintenance requirements. A
request for quotation (RFQ) is being used for this procurement as it is
for commercial services. The resulting contract shall be
performance-based with a deduction schedule for poor performance. It is
anticipated that the RFQ shall be released on October 22, 1999. This
procurement is a 100% small business set-aside. The applicable SIC code
is 7699, Repair Shops and Related Services, N.E.C., with a size
standard of $5 million. Only written requests for the solicitation will
