commercial items prepared in accordance with the format FAR Subpart
12.6, as supplemented with additional information included in this
notice. Solicitation No. 00SQ170309 is issued as a Request for
Quotation (RFQ) and incorporates provisions in effect through Federal
Acquisition Circular 97-14. This acquisition is a Small Business
set-aside. The size standard is 500 employees and the standard
industrial classification code is 3542. U.S. Bureau of Reclamation,
Grand Coulee, Washington has a fixed price requirement for the
following item: Pipe bender and tooling as follows: 2-inch Pipe
Capacity Extra Heavy duty Pipe; Reinforcing Bar Stock -- Round --
1-3/4-inch O.D.; Reinforcing Bar Stock -- Square -- 1-1/2-inch; Minimum
Radius- Pipe -3 times IPS Diameter; 0-180 degree of Bend Range; 5 HP
Motor minimum; Bending Moment -- 25,000 in. lbs. minimum, Spindle
Diameter -- 3 inches minimum; Floor Space Required -- 3-1/2 x 3-1/2
feet maximum; 3 Phase; 60 HZ; 440 Volt AC; Foot Control; Overload
Protection with Alarm; Emergency Stop; Pipe and Tubing to be Bent
Without Internal Mandrels; Tooling for 1-1/4-inch, 1-1/2-inch, and
2-inch pipe; Pedrick Model A-7, or Equal. Please state Brand Name,
Model and Warranty of the pipe bender that you are bidding. If bidding
an equal, technical literature will be required for review prior to
award. The items must be delivered to U S Bureau of Reclamation,
Warehouse B -- Door 6, Industrial Area, Grand Coulee WA 99133 by
December 31, 1999. The following FAR provisions and clauses apply to

paragraph (b) is tailored to incorporate the following clauses by
reference: 52.219-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-3. The Government intends to make a single award
to the responsible bidder whose bid is most advantageous to the
Government, based on items meeting the specification, delivery
schedule, and price and price-related factors considered in descending
order of importance as listed here. The closing date for receipt of
