The National Institute of Standards & Technology (NIST), = proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with S & M Microscope of Boulder, CO for the Pentamax 512 EFT Intensified charge cooled device (ICCD) system with the following critical specifications: 1) The ICCD detector must have very low noise characteristics so as to = differentiate single photon arrival events from the CCD =93dark charge.=94 This = camera uses low noise CCD chips and are cooled to allow fewer than 10 dark counts/sec. 2) The image intensifier must be of the highest grade, which has the lowest noise and the highest quantum efficiency. The GEN-IV intensifier on this camera has a low noise intensifier = available, and has the highest quantum yield in the visible spectrum (greater than 40 percent), and only uses the intensifier. Inferior image = intensifiers will not accommodate the stringent needs of our single molecule experiment. 3) The ICCD must be able to acquire images at arapid rate to detect small dynamical change and must operate at 5 MHz, and with proper binning can acquire images faster than 10 frames per second. 4) The ICCD must be able to obtain simultaneous digitally-stored on a computer as well as traditional video images, stored on a VCR, without compromising data acquisition speed. 5) The ICCD must be compatible with existing our microscope. No modifications should be necessary to the experimental apparatus. 6) The ICCD must be recognized by existing WinSpec software. 7) The camera must have a 1-year warranty. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
