Collicelli, Contract Specialist, 202-324-3765 The Federal Bureau of
Investigation (FBI) has a need to obtain a variety of newspaper and
magazine subscriptions to be delivered Monday through Friday (including
editions for Saturdays/Sundays and Holidays), to the J. Edgar Hoover
Building, Washington, D.C. Multiple subscribers established by the FBI
will require separate billings and deliveries for each account. This
contract will be an Indefinite Delivery-Indefinite Quantity requirement
with a base year plus two (2) additional one year options. This
contract will be awarded in the aggregate (all or none) as a commercial
item under Simplified Acquisition Procedures as Request For Quote (RFQ)
Number 835367. This is a 100% small business-small purchase set-aside,
with SIC Number 2711, and the business size standard is 500 employees.
(1) The contractor shall deliver the following newspapers by 6:15 a.m.
Monday through Friday (including editions for Saturdays/Sundays and
Holidays delivered on the next business workday) and during inclement
weather in the estimated quantities of: 52 each New York Times, 74 each
Washington Posts, 24 each Wall Street Journals, 32 each Washington
Times, 45 each USA Todays, 1 each Los Angeles Times, 1 each Investors
Daily, 2 each Christian Science Monitors, 2 each Financial Times, 1
each International Herald, 1 each Atlanta Journal, 2 each Miami
Heralds, 2 each Philadelphia Inquirers, 9 each New York Daily News, 7
each New York Posts, 1 each Chicago Tribune, and 2 each Baltimore Suns.
(2) The contractor shall deliver the following magazines by 6:15 a.m.
every Monday (including editions for Holidays delivered on the next
business workday) and during inclement weather in the estimated
quantities of: 9 each Time Magazines, 9 each US News & World Reports,
9 each Newsweek Magazines, 1 each TV Guide, 1 each People Magazine, 1
each Vanity Fair, 1 each New Republic, 1 each National Review, and 2
each Washingtonians. (3) The contractor shall deliver the following
magazine subscription by 6:15 a.m. every Friday (including editions for
Holidays delivered on the next business workday) and during inclement
weather in the estimated quantities of: 2 each Economists. (4)
Newspapers and magazines shall be bundled, labeled, packaged, and
billed separately on each account. F.O.B. District of Columbia. An
award will be made to the most technically acceptable responsive offer
using a best value analysis. Technical considerations and past
performance are significantly more important than price. Responsible
parties having the ability to meet this requirement are to request in
writing within ten (10) calendar days of this publication, a copy of
the RFQ, or fax the request to the attention of the Contract Specialist
