E-MAIL: Bessie R. Nicholson, B.R.NICHOLSON@larc.nasa.gov. NASA/LaRC plans to issue a Request for Offer (RFO) for the operation and maintenance of the NASA TechTracS (NTTS). NTTS is an agency-wide management tool, which supports NASA's technology transfer & commercialization mission. As a Center management tool, NTTS identifies NASA activities and assets with commercial potential and tracks their progress towards commercialization via commercial technology partnerships. NASA assets include technologies, programs, facilities and expertise. Specifically NTTS supports the following functional areas in the commercial technology process: 7 New technology reporting 7 Intellectual Property processing 7 Marketing & Outreach 7 Partnering 7 Success Stories; and 7 Metrics As an agency-wide commercial technology management tool, NTTS supports a wide and diverse range of customers including 7 Commercialization Offices; 7 Intellectual Property Offices; 7 the Invention Contributions Board; 7 Program / Project Managers & COTR's; 7 Agency Enterprise Managers; 7 theChief Engineer's Office; 7 Public & Legislative Affairs Offices; 7 NASA's Contractors and Grantees; and 7 The U.S. Public. NTTS is a distributed network of 4th Dimension relational databases and web servers that are located at each NASA field center, NASA Headquarters, the National Technology Transfer Center (NTTC), and NASA contractors (see NTTS Architecture at Bidders' Library). An integrated agency-wide server is located at LaRC, as well as, a pubic server called the NASA Technology Access Server (NTAS) and a test/training server (NTTS Test). In compliance with NASA's network security requirements this system is secured by a virtual private network (VPN) utilizing Compatible Systems' Intraport 2 technology. An agency-wide working group, NASA TechTracS Configuration Management Team (NTTS CMT), is responsible for configuration control of NTTS (See Bidders' Library.) The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 8731 and 500, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-12. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about November 5, 1999 with an anticipated offer due date of on or about December 6, 1999. An ombudsman has been appointed -- See Internet Note "B".
