Standards and Technology (NIST) intends to negotiate with Dr. Gary W.
Meyer, Department of Computer and Information Science, University of
Oregon, on a sole source basis under authority of 41 U.S.C. 253 ( c )
( 1 ) -- Only one responsible source. Requirements are for: CLIN 0001,
the contractor shall determine the number of angular and spectral
samples to characterize the BRDF of a goniochromic (metallic or
pearlescient) material. Deliverables: (1) Report on the results of this
investigation to be incorporated in paper describing competence effort
in rendering. (2) Rendered image of NIST goniochromic data. (3) BRDF
representation of NIST data ready as input into iBRDF. Anticipated
period of performance For CLIN 0001 is from the award date through
January 15, 2000. CLIN 0002, The contractor shall develop: (1) A
representation for wavelength dependent BRDF's. (2) Techniques for
rendering appearance effect of goniochromic materials with data
measured at NIST. Deliverables: (1) Software demonstration of "flop",
"travel" in goniochromic materials, and (2) Software demonstration of
micro and macro appearance of goniochromic materials. Anticipated
period of performance for CLIN 0002 is from the award date through May
15, 2000. Dr. Meyer is uniquely qualified in the mathematical modeling
of light scattering in rough and layer surfaces and the use of advanced
computer graphics technique in predicting coated surface appearance and
display of simulated images. Dr. Meyer is a nationally recognized
researcher in the area of graphic rendering. He is the author and
co-author of 24 papers in the field and has successfully rendered
images of non-isotropic surfaces and surfaces with significant
subsurface and polarization effects. Dr. Meyer is the Associate Editor
of the ACM Transitions on Graphics, a member of the SIGGRAPH '96
Papers Committee and Program Committee for 1998, and a reviewer for the
journals IEEE Computer Graphics, and Color Research and Application.
This notice is not a request for quotations. However, interested
parties may identify their interest and capability to satisfy the
Government's requirements not later than 3:00 PM EST on October 27,
1999. Capability statements must include documentation of expertise in
all areas pertinent to the proposed project. A determination by the
Government not to compete this proposed Purchase Order based upon
responses to this notice is solely within the discretion of the
Contracting Officer. The Standard Industrial Classification Code is
8732 with a size limit of $5.0 Million annual average gross revenue for
the last 3 fiscal years. As a result of this solicitation the
government intends to award a Firm Fixed Price Purchase Order on or
