The U.S. Space and Missile Defense Battle Lab-West is conducting a market survey to determine the availability and capability of small businesses (to include small disadvantaged businesses and businesses under the 8a program) to support the project entitled Space Technology Exploitation Program. This is not a request for proposals and in no way obligates the Government to award of any contract, nor will the Government compensate interested parties for any information that they may provide in response to this synopsis. This sources sought synopsis contains the most currently available information. This information is subject to change at any time. The primary focus of this notice is to identify interested sources for information and planning purposes only. The actual acquisition strategy has not been formulated nor approved at this time. This announcement is open until 3:00 PM Mountain Time, 15 November 1999. The Standard Industrial Classification (SIC) Code is 8731 with a Size Standard of 1,000 employees. The Government reserves the right to make any part or all of this requirement a set-aside. If a contract is awarded for this effort, the Government anticipates a Cost-Plus-Award- Fee effort for a duration of approximately five years consisting of a 3 month Phase-In period, a 1 year Basic Period and 4 Option years (approximately 12 months each. However, contract type and duration could change. Responses are limited to five pages and are to include in detail the following (as a minimum): name of firm and office submitting the response; contact person (phone, fax and e-mail); a description of the company and its experience relative to the performance of this or similar services; ame and expertise of personnel that would likely be assigned to this project; and, specific Government contracts the firm is currently performing for the same/similar effort as that set forth herein. The firm must identify its business size and whether designated a Small Business, Small Disadvantaged Business, 8a and/or Woman-Owned Small Business. FAR 19.1 defines the size standards of a small business. Sources interested in subcontracting opportunities are also requested to submit the information requested above. The primary purpose of this project to support the definition, planning, development and execution of space exploitation initiatives. The principal agencies include, but are not limited to: U.S. Army Space and Missile Defense Command (USASMDC); Space and Missile Defense Battle Lab- West; U.S. Space Command (USSPACECOM); U.S. Army Space Command (USARSPACE); U.S. Air Force Space Command (AFSPC); U.S. Army Space and Strategic Defense Command (USASSDC), U.S. Army Training and Doctrine Command (TRADOC); and all U.S. Army TRADOC Battle Labs. Relevant efforts by other DoD agencies may also be supported hereunder. U.S. Space and Missile Defense Battle Lab- West (SMDC-BL-W) and the principal agencies listed above are involved in executing programs which identify state-of-the-art space technology and demonstrate that technology to the Army and DoD at large with the intent of generating/influencing future space technology requirements. The functions performed are designed to demonstrate the value of space capabilities to the Warfighter, support the requirements identification process, and leverage technological opportunities which serve to increase the effectiveness of the warfighter. Initiatives may be designed to demonstrate a capability in a service related or joint forces atmosphere. Support is required to execute these initiatives and will include, but is not limited to, technology exploration and identification, identification of sources who may provide space/space-related capabilities, planning to determine how best to exploit and demonstrate capabilities, execution, field support and evaluation of demonstrations and documentation required to support the aforementioned. The natural progression has lead to utilization of space/technology capabilities (operational prototypes) developed under the Army Space Exploitation Demonstration Program (ASEDP) and other like initiatives to supplement the Space Support Teams; support contingencies; and, provide limited "data processing" capabilities (e.g., Multi-Spectral Imagery production, etc.). Support will also be required to support these operational prototypes. Support will entail commercial to military utilization in both white and black space technology areas.
