The Air Force Center for Environmental Excellence (AFCEE), Brooks = AFB, TX desires to contract with Architect-Engineer (A&E) firms to = perform Title I, Title II, and Other A&E Services to administrate, = coordinate, and technically support environmental programs of interest = to the government worldwide, but primarily on locations at Air Force = installations in the 50 United States. The work includes all efforts = necessary to manage and execute Title I, Title II, and Other A&E = Services for restoration, pollution prevention, compliance, and = conservation environmental projects. Title I efforts include all = aspects of design such as preparation of contract plans, = specifications, scheduling, cost estimates, and preparation of = operating and design manuals. Title I efforts also encompass those = efforts required to support and develop the design of a specific = project, including: planning and programming; program management; = scoping; studies; investigations; evaluations; consultations; = conceptual design; value engineering; and operation, monitoring and = optimization of environmental treatment or control systems. Title II = services include supervision, inspection, and oversight of = environmental construction projects. Other environmental A&E services = include a full range of environmental management services necessary for = the implementation of restoration, pollution prevention, compliance, = and conservation environmental projects. These efforts include: = planning and programming; program management; scoping; studies; = services; investigations; evaluations; consultations; conceptual = design; value engineering; and operation, monitoring and optimization = of environmental treatment or control systems. As well as, other = related services for the continuation of an existing environmental = program or to establish an initial environmental program. These = resulting contracts are the follow-on to the existing AFCEE A&E = services contracts known as 3P+. A&E selection procedures will be used = to competitively award six (6) to twelve (12) indefinite = delivery/indefinite quantity (ID/IQ) contracts. One (1) or more of = these contracts may be awarded as competitive 8(a) set-asides. The = estimated program ceiling for all contracts awarded under this = announcement is $480 million. No single contract will exceed $200 = million. The Best Estimated Quantity (BEQ) used for each full and open = contract award is $40 million. The 8(a) set-aside contract(s) will have = an estimated BEQ of $10 million to $20 million. The AFCEE may elect to = award Mentor-Prot=E9g=E9 agreements between the successful offerors and = small disadvantaged businesses in accordance with the DoD “Pilot = Mentor-Prot=E9g=E9 Program.” Each basic ID/IQ contract will have = an ordering period of five years with the period of performance = extending two years beyond the ordering period. There will be no option = periods. There is a minimum order amount guarantee of $15,000 per = contract. All contracts awarded under this announcement are subject to = an Organizational Conflict of Interest (OCI) Clause. Task orders issued under the basic ID/IQ contract will be = used to direct performance of required effort. The basic ID/IQ contract = will be structured to allow for the issuance of both time-and-materials = and fixed-price task orders. Selection of the A&E firms for these = contracts will be based on the following evaluation factors which are = listed in priority order of importance: (1) Specialized Experience and = technical competence -- of the firm/teaming arrangement in environmental = restoration, compliance, pollution prevention, and conservation study = and design (Title I) work, Title II inspection service and other = professional services related to environmental requirements. In Block 8 = of the SF-255, list only current projects or projects completed in the = past five years. (2) Past Performance -- on contracts, with government = agencies and private industry, in terms of cost control, quality of = work, and compliance with performance schedules as related to A&E = environmental services. Emphasis will also be placed on performance of = projects simultaneously at multiple geographical areas throughout the = 50 United States and its territories as well as worldwide locations. = Cite examples of recognition for technical achievements, cost savings, = or commendations received by your team for projects similar to those = being requested in this synopsis. Include experience your team has = applying innovative or value engineering solutions to environmental = projects. (3) Professional Capacity -- existing capacity of the firm's = professional staff to accomplish the work shall be evaluated to = determine if the firm has the resources to provide quality products = within the time frames required. Subcontractors/teaming partners to be = included by the prime contractor in their response should be clearly = identified as such for evaluation purposes and will later be agreed to = during negotiations of any resultant contract. Within the SF-255, Block = 10, each firm shall demonstrate how they will manage, coordinate and = administer the work among any teaming partners and subcontractors, to = include chemical analytical laboratories. (4) Professional = Qualifications -- experience, training, certification, and education of = firm's key personnel that will be assigned to these projects; the type = and quality of environmental projects the staff has been involved with = in the past; and, the ability of the staff to be effectively innovative = and contribute to the successful completion of project task orders. In = Block 4 of the SF 255 (Personnel by Discipline) show the entire = proposed team by listing personnel from the prime contractor in line B = and personnel from subcontractors in line A. (5) Volume of Work -- = volume of work previously awarded to the firm by DoD. This information = shall be recorded in Block 9 of the SF-255 by listing the total amount = of DoD contracts awarded for the previous 12 months from the date of = this announcement to the firm/teaming arrangement. (6) Location -- all = A&E firms responding will meet the evaluation criteria for this factor. = Accordingly, no one firm will have a geographic advantage under this = factor. (7) In accordance with FAR 19.1202-2, the extent of Small = Disadvantaged Business (SBD) participation will be evaluated under this = acquisition in the following areas; 1) The extent to which SDB concerns = are specifically identified; 2) past performance of the firm in = complying with subcontracting plan goals for SDB concerns and monetary = targets for SDB participation; 3) and the extent of participation of = SDB concerns in terms of the value of the total acquisition.
