Conduct computer driven exercises for battlefield simulation, including data base maintenance, scenario development, exercise controller functions, after action review analysis, post exercise actions and functional area research. Contract period includes a 30-day phase in period with a base period of 1 October 2000 through 30 September 2001 with four one-year options. This contract will be a cost reimbursement type with an award fee or incentive fee. As a minimum, offerors will be required to submit with their proposals the following information: Technical -- Qualifications and availability of qualified personnel and quality control program; Related Experience -- Operation of training simulation and experience in supporting Army operations at the company/team through corps level; Management -- Overall management, coordination and interface between various simulations, overall manning and staffing to include manning chart with job titles and positions, past performance of similar cost type contracts; Cost -- All information related to estimated costs including maximum estimated Government obligations, total reimbursable cost and fee. The proposed procurement listed here is being considered for 100 percent set-aside for small disadvantaged business (SDB) concerns and 100 percent set-aside for small business (SB) concerns. Interested SDB and SB concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, the following information: Evidence of capability to perform, such as reference for other Department of Defense battle simulation support contracts and other cost reimbursement contracts; evidence of financial capability, such as a financial statement; and if a SDB a positive statement of eligibility as a small socially and economically disadvantaged business concern. If adequate interest is not received from SDB or SB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDB and SB concerns. A small disadvantaged business concern is a small business concern that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantage, or a publicly owned business having at least 51 percent of its stock owned by one or more socially and economically disadvantaged individuals and has its management and daily business controlled by one or more of such individuals. Socially disadvantaged means someone who has been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group. Economically disadvantaged means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to other sin the same business who are not socially disadvantaged. Concern means any business entity organization for profit with aplace of business in the United States, its possessions, Puerto Rico, or the Trust Territory of the Pacific Islands, including, but not limited to an individual, partnership, corporation, joint ventures, association, or cooperation. The sized standard is any concern including its affiliates with an average annual sales or receipts for its preceding three fiscal years not in excess of $18 million.
