necessary to perform drydocking and repairs including but not limited
to the following base and options item: (1) Clean and Inspect Tanks;
Remove, Dispose of, and Renew Diesel Fuel, (2) Tank Cleaning,
Inspection, and Disinfecting, (3) Clean and Inspect Tanks, (4) Clean
and Inspect Sewage Tank, (5) Remove, Inspect, Repair, and Reinstall
Propeller Shafts, (6) Shaft Removal, Inspection, and Reinstallation,
(7) Modify Bulkhead Stuffing Box, (8) Renew Water-Lubricated Shaft
Bearings, (9) Remove and Reinstall Propellers, (10) Remove and
Reinstall Propellers, (11) Remove, Inspect, and Reinstall Steering and
Flanking Rudder Assemblies, (12) Clean and Test Grid Coolers, (13)
Overhaul, Renew, and Test Valves, (14) Renew Main Diesel Engine Mounts,
(15) Inspect and Test Air Receivers and Relief Valves, (16) Preserve
Spud and Spud Well on Tender and Barge, (17) Renew Tender Towing Knees,
(18) Inspect, Overhaul, and Test Barge Boat Davit, (19) Overhaul Barge
Hydraulic Capstan, (20) Inspect, Overhaul, and Test Allied Crane, (21)
Inspect Various Deck Fitings, (22) Preserve Bilges in Wasted Space,
(23) Preserve Barge Buoy Deck, (24) Preserve Underwater Body (Tender

solicitation Section H. Optional Items include but are not limited to
the following: (1) Welding Repairs, (2) Remove and Dispose of
Additional Diesel Fuel (500 Gallons), (3) Preserve Diesel Fuel Tanks,
(4) Preserve Potable Water Tanks, (5) Preserve Ballast Tanks and Voids,
(6) Preserve Sewage Tank, (7) Fabricate Shaft, (8) Renew Shaft Strut
Barrel, (9) Perform Propeller Minor Repair and Reconditioning, (10)
Renew Rudder Lower Bearing Trunk, (11) Ultrasonic Testing. Vessel's
homeport is St. Louis, Missouri. Vessel length is 75 foot "C" class
river tender and 100 foot barge. Vessel's minimum depth of water is six
(9) feet. Vessel's height clearance is 50 feet. Vessel's availability
is forforty-two (54) days, starting January 31, 2000. The place of
performance for this vessel is geographically restricted to the Western
Rivers of the United States. The "Western Rivers" means the navigable
portions of the Mississippi River and its tributaries above mile 0 of
the Lower Mississippi River. Navigable tributaries of the Mississippi
River include only the waterways within the areas of jurisdiction of
Coast Guard Aids to Navigation Facilities as described in Light List
Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to
the mouth of the Mobile River. This includes protected portions of the
Intra Coastal Waterway connected to the "Western Rivers", but
specifically excludes unprotected or open waters such as Mobile Bay,
Lake Borne, or the Gulf of Mexico. All reference documents are

23510-9102. A non-refundable charge of $150.00 is required, in the form
of a certified check or money order payable to the U.S. Coast Guard,
for requested drawings. Drawings are now available on CD-ROM. The
CD-ROM sets are available for all cutters and will be free of charge to
contractors upon request [ten days from solicitation issuance]. This
procurement is subject to the Small Business Competitiveness
Demonstration Program. All Businesses, large and small, are encouraged
to submit bids for the subject requirements. Plans and specifications
will be issued on or about November 4, 1999. All responsible sources
may submit a bid, which shall be considered by the United States Coast
Guard. "ATTENTION: Minority, Women-owned, and Disadvantaged Business
Enterprises (DBEs). The Department of Transportation (DOT), Short Term
Lending Program (STLP) offers working capital financing in the form of
lines of credit to finance accounts receivable for transportation
