The Government intends to solicit and negotiate with only one source, Southwest Research Institute, San Antonio, TX, under the authority of FAR 6.302 for technical and engineering support services required by Space and Naval Warfare Systems Center, San Diego (SPAWARSYSCEN-SD). SPAWARSYSCEN-SD is responsible for providing life cycle support for certain Tactical Cryptologic Systems (TCS), including shipboard antenna mast assemblies of OE-366/SRS-1, Organizational Unit Tactical Baseline Operational Area Range Detection (OUTBOARD) subsystem the PRIVATER system, the Transponder/Receiver Direction Finding (TRDF) system, their subsystems and auxiliaries. The prospective contractor will assist SPAWARSYSCEN-SD in providing support for these systems installed on U.S. Navy and U.K. Royal Navy ships. Other existing or related antenna mast assemblies of TCS that will also require interface linked life cycle support may include AN/SRS-1 (COMBAT DF), AN/SSQ-108 (OUTBOARD), U.K. Royal Navy (OUTBOARD), Consolidated Outboard Logistics Update (COBLU), Cryptological Carry-on Program (CCOP), and AN/SSQ-120 Task Reporting Direction Finding (TRDF). The support will cover technical assistance, systems engineering, integrated logistics support, documentation, software engineering, calibration/recalibration, configuration management, installation support, equipment restoration/overhaul/repair, and research and development.
