(215)814-5199 The Environmental Protection Agency, Region III,
contemplates award of three (3) Superfund Technical Assessment and
Response Team contracts to provide professional and technical support
services to Region III in its responsibility for cleanups of oil,
petroleum and hazardous substances, and in its responsibility to
evaluate uncontrolled hazardous substance disposal sites, placing those
that pose a significant risk to the public health and the environment
on the National Priorities List. The contract will be awarded pursuant
to the authorities outlined in Section 311 of the Clean Water Act as
amended by the Oil Pollution Act of 1990; Section 104 of the
Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA) as amended by the Superfund Amendments and Reauthorization Act
(SARA) of 1986 and Subtitle I of the Resource Conservation and Recovery
Act (RCRA) as amended by SARA pursuant to the National Contingency
Plan. A single solicitation will be issued resulting in three (3)
geographical awards: the Eastern Area START, supporting the Region east
of Harrisburg, PA, Maryland, Delaware, and the District of Columbia;
the Western Area START, supporting the Region west of Harrisburg, PA,
and the state of West Virginia; and, the Southern Area START,
supporting the entire state of Virginia. The procurement is a partial
small business set-aside with the Southern Area START set aside for
small business participation. Each successful contractor shall provide
a designated team of professional engineering, technical and
scientific personnel; all materials and facilities; and, other
resources to support Region III in its response, investigation, removal
and preparedness programs. The sizes of the designated teams shall be
twenty (20) Full-Time Equivalent (FTE) for the Eastern START; ten (10)
FTE for the Western START; and, ten (10) FTE for the Southern START.
The contract type will be fixed price with cost reimbursement
provisions. Each contract will have a one year base period of
performance and four, one-year option periods. Each contract will
include an option structure to increase the size of the designated
team. Oral presentations will be required of each offeror. The
evaluation factors will include, but are not limited to, past
performance, technical and contract management ability. Each award will
be made to those firms offering the best value to the Government. The
anticipated award date is May 31, 2000. The solicitation will be made
available electronically to interested parties at
http://www.epa.gov/oam/regions. Requests for written copies of the
solicitation must be made in writing or via FAX to the Contracting
Officer (FAX #215-814-5211). The written portion of the proposals must
be presented no later than forty-five (45) days after issuance of the
solicitation. The solicitation is expected to be issued on or about
November 5, 1999. All responsible sources submitting proposals for this
