synopsis/solicitation for commercial items in accordance with the
format in FAR Subpart 12.6 and FAR 13, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quote (RFQ). Solicitation number F05611-00-T-0044. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-13. The Standard
Industrial Classification Number is 8999 and the Business Size Standard
is $5.0. Vendor must be actively registered with Central Contractor
Registration. The proposed contract action listed here is approved as
a sole source acquisition as authorized by AFAR 5313.106-1A
(compatability) to Dr Wiley Larson, 14 Thayer Road, Colorado Springs,
CO 80906. Firm Fixed Price. Description: Chief Textbook Editor. Line
Item Number 0001: The contractor shall perform chief editor duties on
the Department Space Mission Analysis and Design Library series of
textbooks and computer products. Under the direction of the Head of the
Department of Astronautics at the United States Air Force Academy the
editor will supervise all efforts for these texts and computer
products. The contractor shall direct the writing and editing efforts
associated with all materials in the SMAD textbooks and computer
software. The contractor shall monitor the efforts of all contractors,
individual book editors, final copy editors and printing planners and
will supervise the revisions to the texts that are updated and
re-published . The contractor shall assist the Department of
Astronautics in planning and negotiating for the development of future
textbooks and software in the library series. The contractor shall
provide guidance to the Department of Astronautics on fund collection
and disbursement for all of the SMAD work and the hiring of book
editors, chapter authors and reviewers, final copy specialists,
software team managers, designers, programmers, reviewers, beta testers
and printers. The contractor shall define the technical content of each
textbook and computer product. The contractor shall ensure that each
product satisfies the Department of Astronautics requirements for
content accuracy, clarity for the target readers, consistency with
established SMAD goals, readability for the average reader,
thoroughness of coverage of the topic, and adherence to good English
practices. The contractor shall coordinate with contractors and book
editors when chapters or software modules are not delivered on time or
up to standards. The contractor shall ensure that contractors, book
editors, and software team managers deal with these problems directly
and make corrections in a timely manner. The contractor shall supply
current information sources, data, and other material, as it is
available, to the authors, editors, reviewers, and publishers. No
classified material will be used in any textbook. The contractor shall
ensure that credit is given to all sources for material used in all
texts and software. The contractor shall ensure that draft books are
reviewed, prepared for final copy, and printed in a timely manner. The
contractor shall ensure that all software is also reviewed, tested and
printed in a timely manner. The contractor shall check all artwork,
photos, diagrams, etc. for consistency, accuracy, and relevancy. The
contractor shall ensure all errors in the final copy are corrected
prior to printing. The contractor shall deliver published copies of the
SMAD Library textbooks and software according to the continuing
schedule in the SMAD Library briefing. Intermediate products include
book chapters and software modules for review and testing. Book
chapters shall be delivered in hardcopy and electronic form. Software
modules shall be on 3.5 inch disk and CD-ROM. The contractor shall
deliver progress reports to the Department Head as requested. The
contractor shall maintain his base of operations at a location of his
choosing. When at the Air Force Academy the contractor will be provided
with an office, including a desk, chair, and telephone. The period of
performance for this purchase order shall be 1 Nov 99 through 30 Sep
