Description for Synopsis: The Naval Aviation Systems TEAM has a requirement for Logistics Planning, Policies and Data Analysis Support Services in support of the AIR-3.6.1 Logistics Policy, Process and Maintenance Technology Division and AIR 3.6.3 Logistics Analysis, Research & Development Competency. This includes services to provide policies, processes, tools, information systems and program and business assessments across the AIR-3.0 TEAM. The contractor shall provide the following tasks: (1) data management and documentation, (2) logistics, cost, readiness and supportability analyses, (3) logistics plans and planning, (4) specification generation/update, (5) systems effectiveness procedures, (6) supportability analyses, (7) logistics management software/tools services, (8) logistics technology insertion, and (9) data analysis, modeling and simulation, (10) provide plans and policies training, (11) develop recommended policy and guidance documentation. Services will include providing support at the following locations: Naval Air Systems Command (NAVAIR), Patuxent River, MD and Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD. Offerors will be required to provide off-base contractor office space at NAVAIR and NAWCAD Patuxent River, MD. Services are required for a base one-year period plus four one-year option periods, performance to commence on or about March 2000. The Government will also include the option provisions in FAR 52.217-8. Estimated Work Years are as follows: Base year, 29 Work Years; Option Year One, 29 Work Years; Option Year Two, 29 Work Years; Option Year Three, 29 Work Years; Option Year Four, 29 Work Years. Each Work Year equals 2,080 hours. The Government estimates that two (2) awards will bemade under solicitation N68335-00-R-0106. This estimate in no way prohibits the Government from making either fewer or more awards than estimated based upon the offers received and a determination of the best interests of the Government. The solicitation will include multiple award provisions and result in cost plus fixed fee contracts. Each contract award will have a minimum guarantee of $100,000.00 for the base year of the contract. The Government will award contracts resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, cost or price and other factors specified elsewhere in the solicitation, considered. This solicitation is being issued on an 8(a) Set-Aside Competitive basis. This requirement is being classified under SIC Code 8711 ($20.0M)..
