The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to contract on a competitive basis for comprehensive audit and recovery services pursuant to Section 388 of the Fiscal Year 1998 National Defense Authorization Act. Specifically, this requirement covers auditing procurement and accounting records of the Department of Defense in order to identify overpayments made to vendors under contracts, orders and modifications issued by the Naval Inventory Control Point. An Indefinite Delivery, Fixed Priced Requirements type purchase order is being solicited. The base performance period will be for six months with three annual options for a full potential performance period of 3.5 years. The scope of the effort will include Fiscal Years 1999 through 1994 (working backwards) and payments processed by various payment offices using different types of appropriated funds. The applicable Standard Industrial Classification (SIC) code is 8721. This acquisition will be processed in accordance with the Simplified Test Program procedures at FAR 13.5 for these commercial item services.
