NASA/ARC plans to issue a Request for Quote (RFQ) for computer/web based training in four library areas: 1) PC Skill and Application, 2) Business Applications, 3) General Management, and 4) Employee Soft Skills Developement. The Government intends to issue multiple (3-5 firms), indefinite delivery/indefinite quantity, (ID/IQ) contract awards. All interested firms will be requested to submitt an offer addressing one or more of the library areas listed above. Minimum requirements in the areas of accessibility of courseware, reporting features, pricing structure, and other, are as outlined below. Accessibility: Courseware shall be accessible from a vendor-hosted server or on a NASA-hosted server at each NASA center's option. The courseware must be intuitive and navigable to even novice users. Any required plug-in's must be conveniently referenced, easily downloaded and provided free of charge. The minimum download supported shall be 28K modem speed, and must not be audio/video dependent. Reporting: User summary reports shall be provided that includes dates of access, time duration spent in course, number of times course accessed by user, pre/post test scores and evaluation results. Pricing: Pricing shall be structured upon either a flat fee based on potential users, or on an actual use basis. Vendors shall submit offers with two pricing scenarios: Vendor-hosted, (courseware available on vendors server) and NASA-hosted, (Courseware available on NASA server). A user shall only be billed once for umlimited use and access to a piece of courseware. Other: Courseware shall be available 24 hours/day, seven days per week. Templates shall be standard for each piece of courseware. All courseware and systems shall be Y2K compliant. Vendors shall assign user-ids to NASA employees. Courseware and course library shall be easily accessed and searchable by keywords, topics, instructor(s), etc to locate courses or parts of courses as needed. Vendor shall provide an electronic file detailing what courseware specific users accessed, and when it was completed This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The SIC Code and Size Standard are 8299 and 5.0m, respectively. The DPAS Rating for this procurment is DO-C9. The anticipated release date of RFQ2-36485-JSB is on or about 10/26/99 with an anticipated quote due date of on or about 11/09/99.
