Tonju.L.Butler@HND01.usace.army.mil. The U.S. Army Corps of Engineers,
Engineering and Support Center Huntsville is seeking expressions of
interest from firms having the capability of providing all the services
necessary to develop and/or revise and present a course of instruction
entitled "Negotiating, Conflict Management & Dispute Resolution." This
is not a Request For Proposal. The objective of this course is to
convey the knowledge and hands-on experience which makes dispute
resolution a part of each Corps of Engineers manager's tool kit for
effective decision making. The course should enable managers to address
the types of conflict encountered in project management, regulator
functions, negotiating local cooperative agreements, managing
operations and finances, base closure, and in the Superfund/DERP
responsibilities of the Corps. The successful firm shall be able to
meet the following requirements: (1) provide an instructor team which
shall consist of two instructors at each course session, two session
per year over three years; (2) the lead instructor should have had 200
hours of teaching experience during the past five years in ADR related
short course of instruction, 100 hours should have been devoted to
teaching personnel employed by federal or state agencies; (3) the
assistant instructor should have 100 hours of teaching experience
during the past three years teaching ADR related short courses of
instruction, 50 hours shall have been devoted to training personnel
employed by the state or federal agencies. Interested firms should
develop and submit documentation that shows evidence and addresses
their firm's ability to fulfill this requirement and meet the three

a decision as to whether this procurement will be an 8 (a) set aside,
small business set aside, will be included within work of existing
contract vehicles, or be made on an unrestricted basis. Firms which
meet requirements should furnish information on their qualification and
capability to the U.S. Army Engineer and Support Center, ATTN:
CEHNC-CT-P (Tonju L. Butler), P.O. Box 1600, Huntsville, AL 35807-4301
on or before close of business on 02 November 1999. The information
should include the business size and information as to whether the firm
is small and/or disadvantaged business, a Historically Black College or
University or a member of the Small Business Administration 8(a)
program, federal Tax Identification Number, Duns and Bradstreet number,
and contractor must be registered in the Central Contractor
Registration (CCR). For the purpose of determining business size, the
Standard Industrial Code (SIC) applicable to this procurement is 8299.
